Dead teacher was a Gaza bomb-maker

The UN refugee organisation in Gaza reaffirmed yesterday its "zero tolerance policy" towards political and militant activities by staff after reports that a Palestinian teacher assassinated in an Israeli air attack was a rocket-maker.

Reuters quoted unnamed Palestinian militants and Israeli intelligence sources as saying that Awad al-Qiq, 33, acting headmaster at the UNRWA-run Rafah Boys' Preparatory School was by night secretly a rocket builder for Islamic Jihad.

A handwritten note outside the school posted on the metal gate at the entrance to the school declared that the teacher, killed in an air strike last week, was "the chief leader of the engineering unit", who would now find "paradise".

Christopher Gunness, a spokesman for the UN Relief and Works Agency, which employs more than 9,000 local staff in Gaza, said that the agency was regularly instructed not to engage in political or militant activities of any kind. It has summarily sacked employees found to be in breach of the instruction.

Mr Gunness added: "We have a zero-tolerance policy towards politics and militant activities in our schools. Obviously, we ... cannot police people's minds." Family members and a student at the school said they had no idea that the dead man, a physics teacher with eight years' experience teaching at UN schools, was involved in militant activities.

UNRWA also announced that it now had enough fuel to distribute food aid for 20 days to the 700,000 refugees who need it. Earlier, the agency had warned that the shortage of fuel would mean it would have to halt food aid from last night.

Quarter of Rotterdam Turks Marry Relatives

Almost one quarter of Turkish and Moroccan parents in Rotterdam are married to a relative. The National Institute for Public Health and the Environment (RIVM) writes this in a study commissioned by the Health Ministry.

Marriages between nephew and niece, second cousins and uncles and nieces pose an increased risk of rare genetic abnormalities in their children. Education and genetic research is needed to bring down the number of disorders, according to RIVM.

For an indication of the number of blood-related marriages, RIVM requested data from Generation R, a long-standing scientific population screening study in Rotterdam. The study follows the lives of ten thousand newly borns for a long period.

Of the 653 Turkish parents who partake in the study, 24 percent stated they were married to a relative. Among the 474 Moroccan parents, the number was 22 percent.

Marriage between relatives is not forbidden in the Netherlands. RIVM wishes to keep it that way, but does feel that blood-related marriages should be considered as a risk factor for congenital defects, just like late motherhood. The institute therefore advocates screening and prenatal testing.

THE cheque from the Saudi Government for $360,000 was enclosed in an envelope.

It was a donation, a gift, a part payment to subsidise the construction of a building that would become Sydney's Muslim heartbeat: Lakemba mosque. More than 35 years after Sydney cleric Khalil Shami received the cheque, he insists it came with no strings attached. But while the cheque had no tangible conditions in the form of written instructions or binding contracts, the cleric received a message from his donors several months after depositing it.


"They said: 'Please, can you mention the tragedy of the Palestinian people and what's happened to them in your sermon?"' Shami tells Inquirer. "Which is really a very noble cause, a very noble cause, I couldn't see a negative in their request."

The message Shami received from Riyadh brings into question the influence petro-dollars can have on their recipients, whether the money is bankrolling a religious centre, a clerical allowance or Queensland's Griffith University, which was exposed by The Australian last month for seeking a $1.37million Saudi grant, of which $100,000 was received, and offering to keep elements of the deal a secret.

The Saudi Government - largely through its embassy - is believed to have funnelled at least $120 million into Australia since the 1970s to propagate hardline Islam, bankroll radical clerics and build mosques, schools and charitable orgnisations.

But the Saudi cash that has flowed into Australia, that also allegedly has paid the allowance of hardline Canberra cleric Mohammed Swaiti, who has publicly praised jihadists, is dwarfed by the $90 billion Riyadh is believed to have pumped into promoting Islamic fundamentalism internationally.

Security agencies worldwide turned their focus on Saudi funding following allegations that the 19 Muslim terrorists - with 15 Saudi nationals among them - who turned commercial airliners into suicide bombs in the September 11 attacks in 2001 were funded from Riyadh.

Counter-terrorism networks also looked closely at the threat posed by Wahhabism or Salafism, a Saudi-pioneered interpretation of Islam espoused by Osama bin Laden, on radicalising Western Muslim communities.

Last October, US President George W. Bush declared that Saudi Arabia was "co-operating with efforts to combat international terrorism". But his administration is divided on the role Riyadh is playing in the West, as are Western intelligence agencies, including Britain's Scotland Yard and MI5.

Last September, weeks before Bush talked up Saudi Arabia's role in curbing radicalism and terror, his Treasury undersecretary for terrorism and financial intelligence, Stuart Levey, accused Riyadh of failing to prosecute terrorism financiers.

"If I could somehow snap my fingers and cut off the funding from one country, it would be Saudi Arabia," Levey said. "When the evidence is clear that these individuals have funded terrorist organisations, and knowingly done so, then that should be prosecuted and treated as real terrorism because it is."

Saudi Arabia has argued that it wants to improve its image in the West by using its financial clout to promote interfaith dialogue and moderate, not radical, Islam.

The Silent Jihad Against The West

Anyone that cares to learn about what is going on in the world is familiar with active jihad, the "holy war", conducted with terrorism and directed at the modern world in general and western civilization more specifically. But there is also another form of jihad that is part of the deliberate effort to have Islam replace all concepts of morality and the values held dear by the rest of us. The name of this silent "fifth column" effort is "Sharia Banking". Unfortunately, Sharia Banking is increasingly accepted by western banking institutions without any real understanding of what the Muslim goal is and what is at stake in the efforts by these institutions to attract more business, profits and money to bail them out of financial messes they brought upon themselves.

Islamic Sharia banking is coming to the United States and other western nations, thanks to global banks such as Citigroup, HSBC, Deutsche Bank, Morgan Stanley and Goldman Sachs. Great Britain is now pledging to become the Islamic banking center of the world. Clearly the headlong rush by all global banks to enter the world of Islamic banking is well underway. Why do western banks seek to participate in Sharia banking; because it gives them a chance to enter the Islamic banking industry which has over $1.5 trillion available today and is growing at a steady and explosive rate of over 15% per year.

The implications for the west, and especially for the United States, are staggeringly destructive. Islamic banking working through global banks is doing for Islam what it could never do on its own: giving legitimacy to Sharia law and infiltrating it into the fabric of western society.

For those not familiar with Sharia Banking; it is a system which creates and sells services and products that are in strict accordance with Sharia law. Sometimes it is referred to in the Islamic culture as "Sharia finance". It dictates how the practices of banking, investment, bonds, loans, brokerage, etc, are to be conducted.

To insure compliance and to become "Sharia banking" compliant, banks must hire Sharia experts to review and approve each product and practice of the bank. This is known as "halal", which has been described as "the Muslim equivalent of kosher in Judaism." There is a shortage of such Sharia experts so there is competition among banks to find such experts to sit on their boards of directors. By having an "expert" involved in banking decisions, this provides the legitimacy to each banking decision because it is made at the director rather management level. However, most of these Sharia experts" are from the radical Wahhabi school of Islam in Saudi Arabia and elsewhere, and they hold views diametrically opposed to the basic values of Western civilization.

The Center for Security has identified some of the Sharia experts sitting on the boards of U.S. financial institutions. The top twenty "advisors" include many with conflicts of interests and anti-trust issues since they sit on boards of many Islamic banks at the same time.

UK’s largest Muslim organisation: The Muslim Council of Britain has expressed concern over the success of far right candidate of the British National Party in the Thursday’s election of London Assembly and thought its awareness campaign did not yield desired result.

“During the election campaign, the MCB initiated a series of campaigns to encourage voter participation and to raise awareness against the far right. It is disappointed that, despite an effort that involved an alliance across faiths and parties, the London Assembly now includes a member of the far right,” Secretary-General Dr Muhammad Abdul Bari said in a statement on Sunday.

“It is time for us to reflect on how, in this day and age, divisive and hateful parties can get a foothold in such an important institution. We must redouble our joint efforts to avert their influence or impact.”

Congratulating the newly elected Mayor of London Boris Johnson, he expressed hope that the Conservative party representative would continue to support the capital’s Muslim community just like his predecessor Ken Livingstone did.

Danish imam Abdul Wahid Petersen and several other Muslims have started a group, 'Muslims for Danish pigs' rights', to show that Muslims have a lot more on their minds than headscarves, reports public broadcaster DR.

'As Muslims, we think about a lot more things than we're normally associated with,' he told DR.

He explained that Muslims believed they had a religious obligation to the world they were a part of. And since pigs were part of the world, they were there to look after them.

Muslim woman in Pennsyvlania admits killing husband over his 2nd wife

A Muslim woman pleaded guilty Friday to third-degree murder for killing her bigamist husband in August, hours before he was to leave for Morocco to visit his new, second wife.

Myra Morton, 48, was upset about the marriage and her husband's plans to have children with the younger woman, authorities say. She admitted shooting her husband Jereleigh Morton, 47, twice in the head while he slept, and initially blamed an intruder.

She faces from five to 20 years in prison when she is sentenced, defense lawyer Brian McMonagle said.

"I don't think there's any question in anybody's mind that the act was intentional," McMonagle said. "We have always maintained that it was based on a lot of passion, and it was caused by the emotional turmoil that she was going through."

The Mortons converted to Islam about 20 years ago. Jereleigh Morton met his second wife, 37-year-old Zahra Toural, last year on the Internet, prosecutors said. Myra Morton traveled to Morocco to meet Toural and bless the marriage, but police say she grew to resent the arrangement.

Islamist Video Responds to Dutch Film and War on Terror

An al Qaeda-linked website has posted a 10-minute film showing civilians killed or maimed in U.S. and Israeli air strikes as an answer to an anti-Koran film released by Dutch lawmaker Geert Wilders last month.

The video, billed as a "response to the film called 'fitna' produced by the hateful crusader Wilders," is dedicated more to criticizing the U.S.-led "war on terror" than Wilders himself.

Naeem Muhammad Khan wants everyone to "Support Our Troops," but he's not talking about the Canadian Forces in Kandahar.

From his apartment in Toronto, Mr. Khan has been posting messages on the Internet calling Osama bin Laden a "hero" and "champion of Islam."

The 23-year-old fundamentalist's online logo combines the black Taliban flag and the outline of an AK-47 above the "Support Our Troops" slogan.

Between sips of iced coffee at Tim Hortons, Mr. Khan explained that he is a supporter of the Taliban, as well as other armed Islamic groups.

" 'Support our Troops' means supporting the mujahideen [Muslim soldiers of God] who are fighting for their freedom and rights against illegal occupation in many, many places over the world like Afghanistan, Iraq, Chechnya, Kashmir, Palestine and Somalia," he said later in an e-mail.

Views like these are becoming increasingly common in Western countries, Canada included, and they are worrying to governments concerned about radicalism and violence.

Mr. Khan is an Islamist, not a terrorist, but what most disturbs moderate Muslims are his harsh comments about those who do not subscribe to fundamentalist beliefs.

In his online postings, Mr. Khan calls Tarek Fatah, Irshad Manji and other moderates "apostates," and says that under Islamic law, the punishment for apostasy is death. The same goes for those who insult Islam.

"Behead her!!! And make a nice video and post it on YouTube," he writes about one "Islam basher." As for
"Jews who support Zionism and Israel … since they are killing Palestinians … killing them is not bad … they deserve to die."

Elsewhere he writes, "Those who hate Islam and want to destroy is [sic] will have their fates decided by the swords of Muslims Inshallah [ALLAH willing]."

Muslim school does not prepare pupils for life outside Islam – inspectors

An Islamic boys’ school in Sheffield was criticised by inspectors last week for not preparing its pupils for life outside the Islamic world.

The private Jamia Al Hudaa school in Tinsley provided good teaching in “Islamic sciences” and in Arabic, said the inspectors, but secular lessons were not yet effective enough and pupils had a very limited understanding of faiths and cultures different from their own.

The school opened in 2002 in the former Park House Secondary and has 64 boys aged from 11 to 16 – three quarters of them boarders with pupils coming from across the UK and a few from overseas. Islamic studies are taught all morning with a secular curriculum in the afternoon, and the inspectors' visit was the first time the school had been independently assessed. They found the school was failing to comply with official regulations in terms of teaching the National Curriculum to the required quality and in providing PE lessons.

The school was also not meeting requirements in respect of the pupils' spiritual, moral, social and cultural development and has been called upon to give them a broader general knowledge of the nation’s public institutions and services. Inspectors found that the boys’ behaviour was good, as was their attendance and they were safe and well cared for.

French President Nicolas Sarkozy on Friday in the city state of Monaco compared the proposed Mediterranean Union to the beginning of the current friendship between France and Germany. Referring to the proposed union of European nations and countries along the Mediterranean rim, Sarkozy said: "It will certainly not be easier than the reconciliation between Germany and France," but added that in the end the Franco-German reconciliation was a success.

Sarkozy called the Mediterranean Union "one of France's most important political projects."

The Bush administration has launched a new front in the war on terrorism, this time targeting language.

Federal agencies, including the State Department, the Department of Homeland Security and the National Counter Terrorism Center, are telling their people not to describe Islamic extremists as "jihadists" or "mujahedeen," according to documents obtained by The Associated Press. Lingo like "Islamo-fascism" is out, too.

The reason: Such words may actually boost support for radicals among Arab and Muslim audiences by giving them a veneer of religious credibility or by causing offense to moderates.

"Regarding 'jihad,' even if it is accurate to reference the term, it may not be strategic because it glamorizes terrorism, imbues terrorists with religious authority they do not have and damages relations with Muslims around the world," the report says.

Language is critical in the war on terror, says another document, an internal "official use only" memorandum circulating through Washington entitled
"Words that Work and Words that Don't: A Guide for Counterterrorism Communication."

The memo, originally prepared in March by the Extremist Messaging Branch at the National Counter Terrorism Center, was approved for diplomatic use this week by the State Department, which plans to distribute a version to all U.S. embassies, officials said.

"It's not what you say but what they hear," the memo says in bold italic lettering, listing 14 points about how to better present the war on terrorism.

"Don't take the bait," it says, urging officials not to react when Osama bin Laden or al-Qaida affiliates speak.
"We should offer only minimal, if any, response to their messages. When we respond loudly, we raise their prestige in the Muslim world."

"Don't compromise our credibility"
by using words and phrases that may ascribe benign motives to terrorists.

Some other specifics:

_
"Never use the terms 'jihadist' or 'mujahedeen' in conversation to describe the terrorists. ... Calling our enemies 'jihadis' and their movement a global 'jihad' unintentionally legitimizes their actions."

_
"Use the terms 'violent extremist' or 'terrorist.' Both are widely understood terms that define our enemies appropriately and simultaneously deny them any level of legitimacy."

_ On the other hand, avoid ill-defined and offensive terminology: "We are communicating with, not confronting, our audiences. Don't insult or confuse them with pejorative terms such as 'Islamo-fascism,' which are considered offensive by many Muslims."

The memo says the advice is not binding and does not apply to official policy papers but should be used as a guide for conversations with Muslims and media.

At least at the top level, it appears to have made an impact. Secretary of State Condoleezza Rice, who once frequently referred to "jihad" in her public remarks, does not appear to have used the word, except when talking about the name of a specific terrorist group, since last September.

The memo mirrors advice distributed to British and European Union diplomats last year to better explain the war on terrorism to Muslim communities there.

It also draws heavily on the Homeland Security report that examined the way American Muslims reacted to different phrases used by U.S. officials to describe terrorists and recommended ways to improve the message.

Because of religious connotations, that report, released in January and obtained by AP this week, counseled "caution in using terms such as, 'jihadist,' 'Islamic terrorist,' 'Islamist,' and 'holy warrior' as grandiose descriptions."

"We should not concede the terrorists' claim that they are legitimate adherents of Islam," the report said, adding that bin Laden and his adherents fear "irrelevance" more than anything else.

"We must carefully avoid giving bin Laden and other al-Qaida leaders the legitimacy they crave, but do not possess, by characterizing them as religious figures, or in terms that may make them seem to be noble in the eyes of some," it said.

Two men face charges of rape allegedly committed on Blackpool's Big One roller coaster.


The duo, who are charged with sexual assault involving four schoolgirls on a trip to the Pleasure Beach, have made their first appearance at court.

The sex attacks on the four 13-year-old girls are alleged to have taken place in the queue for and on the roller coaster on September 7 last year.

Mechanic Asad Mahmood, 19, and Haqnawez Razzaq, 26, who are both of Oldham, each face one charge of rape and four charges of sexual touching.

Bishop tells Muslims 'you're in denial'

Bishop of Rochester, Dr Michael Nazir Ali, defended himself against a barrage of criticism at an inter-faith meeting at Ilford Islamic Centre on Friday.

Organised by the East London Three Faiths Forum, about 200 people packed into the Albert Road, Ilford, centre.

One Muslim man said after the "no go" comments hit the news his family was targeted.

He said: "Surely you must have known there would be this tremendous backlash, our windows broken, our sisters and wives spat at?"

Assistant imam of the South Woodford Muslim Community Centre and Mosque, Abdulrahman Tejan Bangura, fumed: "How many times do the wider community need to be educated about the fact that extremism is un-Islamic? Anyone that's practising extremism is not a Muslim."

Dr Nazir Ali said both Christians and Muslims needed to stop being defensive in order to move forward.

He said:
"The fact of the matter is that extremists who call themselves Islamic extremists, whether they should attach themselves to that name or not is not for me to judge, have made it so difficult for Christian workers in particular places even to live.

"Christian clergy have been prevented from distributing literature in people's homes, Christian workers have been attacked or intimidated."

"I think the Muslim community and wider community both, need to attend to this situation and address it, rather than being in denial."

“Who remembers now the destruction of the Armenians?”

This infamous question, attributed to Adolf Hitler, is inscribed on a wall of the U.S. Holocaust Memorial Museum in Washington, D.C. A bold statement argued about by scholars, it represents millions of people of Armenian descent still fighting for recognition of the murders of their family members almost 100 years ago.

Genocide Remembrance Day, held on April 24, is a day to reflect on those who died. Between 1915 and 1923, according to historical accounts, around 1.5 million Armenians were systematically killed on the orders of the Ottoman Empire.

Until the late 19th century, Armenians were living in harmony with other ethnic groups. But the Russian victory over the Ottoman Empire, which led to Russian control over a large part of Armenian territory, led to problems. Russian support of Christians within the Ottoman Empire weakened the Ottoman government’s control by leading Armenians to believe they could regain independence. Armenian Christians were subject to Islamic dhimmi laws, which granted them lesser status and fewer legal rights than Muslim Ottoman citizens had under sharia law. Resentment between the groups escalated to conflict, abuse and violence.

Armenian survivors say that they were forced from their homes by the Ottoman government through mass evacuations and murders. Rape, famine and murder became so widespread that, whether an intended goal or not, the result was to exterminate a large portion of the Armenian population.

The present-day Turkish government disputes many facts of the forced evacuation and mass deaths. Although the Turkish government does not dispute that the Ottoman government ordered the evacuation of Armenians, they reject calling it “genocide.” Instead, the Turks allege that the deaths among Armenians at the time were the result of interethnic strife, disease and famine related to the turmoil of World War I.

History surrounds the newly refurbished park where old men sit and smoke and stray dogs bark on the slopes beneath Ankara Castle. There are the massive medieval walls of the citadel, the Museum of Anatolian Civilization at the park’s southern end, and across the valley stands a column erected by the Romans in the fourth century.

But there is nothing in Hisar Park that reveals its own history, what happened there before it became a park.

Photographs of the area taken in the early 1900s, such as those published in Ankara Magazine in November 2005, show a densely built district called Hisaronu, which means “in front of the castle.”

The houses were posh – three stories high with balconies and flagpoles – and the men in the street were smartly dressed in black coats and fezzes. After all, Hisaronu was home to the city’s mohair merchants, doctors and lawyers. It was also known as the Armenian Quarter.

Two events destroyed Hisaronu in the decade 1910–1920. The first came in 1915 when the Ottoman authorities applied the policy of “deporting” Armenians to remote parts of the empire. But this did not empty the district, as Greeks and Muslims lived there as well. Then in 1917 an accidental fire sped through the wooden-clad buildings of Hisaronu and razed it.

Curiously, Hisaronu’s inhabitants never rebuilt their homes. Many of them had second homes, with gardens, on the outskirts of the city, and they may have lived there in the hard times that followed World War One. The Greek residents may have left Turkey in the exchange of populations that accompanied the Treaty of Lausanne of 1923.

But what became of the Armenians?

The census of 1914 said there were 11,646 Armenians in Ankara, but the census of 1927 recorded only 705; “so we can conclude that more than 10,000 Armenians were forced to leave Ankara in 1915,” the journalist Seden Bayat wrote in an Ankara magazine article.

Thursday (April 24) is the 93rd anniversary of what is regarded as the start of the crackdown on the Armenians. On the night of 24 April, 1915 police arrested 235 leading members of the Armenian community in Istanbul, then the capital of the Ottoman empire.

During the next seven years up to 1.5 million Armenians died, either through massacres or deprivation in forced marches, according to Armenians. Turkey denies this, saying that 300,000 Armenians died in civil strife that emerged after Armenians in eastern Anatolia sided with invading Russian troops.

But there was no local strife or collusion with the enemy to justify the deportation of Armenians in Ankara and Istanbul. And it is the persistence of such questions, or the failure to answer them, that burdens Turkey like a ball and chain.

Probation For MOSLEM (ed. AI) Sergeant Who Misused Databases

A Fairfax County police sergeant was sentenced yesterday in federal court in Alexandria to two years' probation for his admission that he checked police databases for someone who was the target of a federal terrorism case.

Sgt. Weiss Rasool, 31, initially faced up to six months in jail, but federal prosecutors urged U.S. Magistrate Judge Barry R. Poretz to consider as much as a year of jail time after Rasool took a lie-detector test last week and "was not fully compliant" with the test procedures. Prosecutors also said in a motion filed with the court that FBI agents "do not believe that he has been truthful."

Before sentencing, Rasool stood and wept as he admitted breaking the law.

"If I could turn back time, I would maybe do things different," he said. "It was an error in judgment. I never intended for things to turn out this way. I don't know what to say to you or anyone. . . . I admit I made errors of judgment. But I never intended to put anybody's life at risk."

The police sergeant said after the sentencing that he hopes to remain with the Fairfax department. A misdemeanor conviction does not automatically disqualify him from continuing with the force. Rasool remains on administrative leave with pay pending the outcome of an internal investigation, Fairfax police said.

In June 2005, when federal agents had a Fairfax man under surveillance, the man apparently asked Rasool to check the license plates of three vehicles he thought were following him. Rasool's lawyer described the man as a member of Rasool's mosque.

According to court records, Rasool checked the databases and left the following voice-mail message for the man:

"Umm, as I told you, I can only tell you if it comes back to a person or not a person, and all three vehicles did not come back to an individual person. So, I just wanted to give you that much."

The three vehicles were undercover FBI vehicles, according to a letter from the FBI filed in court yesterday, and Rasool's message "likely alerted the subject of the FBI investigation which had a disruptive effect on the pending counterterrorism case." Prosecutors said the vehicles were listed with a leasing company, which an experienced officer might have known was an indicator of law enforcement vehicles.

Arab-Muslim Anti-Semitism Threatens Peace Process, Report Says

Growing Arab and Islamic anti-Semitism is posing a strategic threat to Israel by threatening the Israeli-Palestinian peace process and encouraging and justifying terrorism, according to report released this week.

The study, conducted by the Intelligence and Terrorism Information Center (ITIC), a quasi-official organization, examines the roots and characteristics of and dangers posed by contemporary anti-Semitism in the Arab and Muslim world.

Through the use of anti-Semitism, a generation of Arabs, Palestinians and Muslims are being educated to hate Israel and the Jewish people, ITIC director Dr. Reuven Erlich told Cybercast News Service in a discussion about the report.

"It contradicts the peace process. It encourages and justifies terrorism [and] is a tool in the policy of Iran, which became an anti-Semitism-sponsoring state," Erlich said.

(Iranian President Mahmoud Ahmadinejad has openly called for the destruction of Israel and denies the magnitude of the Holocaust.)

America's war on terror is driven by an irrational fear of terrorism, according to one homeland security expert who believes that the money spent and the security steps taken after 9/11 do not match the reality posed by the threat. Other experts, however, insist that the terror threat is real and credible.

Dr. John Mueller, professor of political science at Ohio State University, wrote in the current issue of The American Interest -- a center-left foreign policy magazine -- that when it comes to finding al-Qaeda-linked terror cells within the United States,
"investigators haven't found much of anything because there isn't much of anything to find."

Domestic security agencies such as the FBI "have dutifully and laboriously assembled masses of intelligence data and have pursued an endless array of leads," Mueller said.
"Almost all of this activity has led nowhere, but it will continue because, of course, no one wants to be the one whose neglect somehow led to 'another 9/11.'"

In an interview with Cybercast News Service , Mueller admitted that "there are bad guys out there, and they can sometimes do bad things, but to consider them to be an existential threat is really a massive extrapolation from [the] single tragedy" of 9/11.

Mueller said it would be "so easy" for al Qaeda to do a "small-scale attack" in the United States -- blowing up a fast-food restaurant, for example.

"It seems likely that...they just don't intend to do it, and it may be that they're perfectly happy to keep watching as the United States overreacts and gets itself deeper into the ditch," Mueller said.

In his article, Mueller quotes New York Mayor Michael Bloomberg as saying in 2007, "Get a life ... you have a much greater danger of being hit by lightning than being struck by a terrorist."

However, Dr. James Jay Carafano, an expert in homeland security at the conservative Heritage Foundation, told Cybercast News Service that according to publicly available information, 19 terror attacks aimed at the United States have been thwarted since Sept. 11, 2001. Other attacks may also have been stopped, but information on those incidents may be classified for security reasons.

Abbas, weakened by Hamas' takeover of the Gaza Strip in June, was expected to seek stepped-up U.S. pressure on Israel. Bush will visit the Jewish state in mid-May to join in celebrations of its 60th anniversary.

Negotiations between Abbas and Israeli Prime Minister Ehud Olmert have yielded little progress since a U.S.-sponsored conference in Annapolis, Maryland, in November, where they pledged to try to reach a peace agreement by the end of 2008.

The administration now appears to be picking up the pace of Middle East diplomacy again after Bush failed to achieve a breakthrough on his visit to the region in January.
