Dead teacher was a Gaza bomb-maker

The UN refugee organisation in Gaza reaffirmed yesterday its "zero tolerance policy" towards political and militant activities by staff after reports that a Palestinian teacher assassinated in an Israeli air attack was a rocket-maker.

Reuters quoted unnamed Palestinian militants and Israeli intelligence sources as saying that Awad al-Qiq, 33, acting headmaster at the UNRWA-run Rafah Boys' Preparatory School was by night secretly a rocket builder for Islamic Jihad.

A handwritten note outside the school posted on the metal gate at the entrance to the school declared that the teacher, killed in an air strike last week, was "the chief leader of the engineering unit", who would now find "paradise".

Christopher Gunness, a spokesman for the UN Relief and Works Agency, which employs more than 9,000 local staff in Gaza, said that the agency was regularly instructed not to engage in political or militant activities of any kind. It has summarily sacked employees found to be in breach of the instruction.

Mr Gunness added: "We have a zero-tolerance policy towards politics and militant activities in our schools. Obviously, we ... cannot police people's minds." Family members and a student at the school said they had no idea that the dead man, a physics teacher with eight years' experience teaching at UN schools, was involved in militant activities.

UNRWA also announced that it now had enough fuel to distribute food aid for 20 days to the 700,000 refugees who need it. Earlier, the agency had warned that the shortage of fuel would mean it would have to halt food aid from last night.

Quarter of Rotterdam Turks Marry Relatives

Almost one quarter of Turkish and Moroccan parents in Rotterdam are married to a relative. The National Institute for Public Health and the Environment (RIVM) writes this in a study commissioned by the Health Ministry.

Marriages between nephew and niece, second cousins and uncles and nieces pose an increased risk of rare genetic abnormalities in their children. Education and genetic research is needed to bring down the number of disorders, according to RIVM.

For an indication of the number of blood-related marriages, RIVM requested data from Generation R, a long-standing scientific population screening study in Rotterdam. The study follows the lives of ten thousand newly borns for a long period.

Of the 653 Turkish parents who partake in the study, 24 percent stated they were married to a relative. Among the 474 Moroccan parents, the number was 22 percent.

Marriage between relatives is not forbidden in the Netherlands. RIVM wishes to keep it that way, but does feel that blood-related marriages should be considered as a risk factor for congenital defects, just like late motherhood. The institute therefore advocates screening and prenatal testing.

Saudis' secret agenda

THE cheque from the Saudi Government for $360,000 was enclosed in an envelope.

It was a donation, a gift, a part payment to subsidise the construction of a building that would become Sydney's Muslim heartbeat: Lakemba mosque. More than 35 years after Sydney cleric Khalil Shami received the cheque, he insists it came with no strings attached. But while the cheque had no tangible conditions in the form of written instructions or binding contracts, the cleric received a message from his donors several months after depositing it.

"They said: 'Please, can you mention the tragedy of the Palestinian people and what's happened to them in your sermon?"' Shami tells Inquirer. "Which is really a very noble cause, a very noble cause, I couldn't see a negative in their request."

The message Shami received from Riyadh brings into question the influence petro-dollars can have on their recipients, whether the money is bankrolling a religious centre, a clerical allowance or Queensland's Griffith University, which was exposed by The Australian last month for seeking a $1.37million Saudi grant, of which $100,000 was received, and offering to keep elements of the deal a secret.

The Saudi Government - largely through its embassy - is believed to have funnelled at least $120 million into Australia since the 1970s to propagate hardline Islam, bankroll radical clerics and build mosques, schools and charitable orgnisations.

But the Saudi cash that has flowed into Australia, that also allegedly has paid the allowance of hardline Canberra cleric Mohammed Swaiti, who has publicly praised jihadists, is dwarfed by the $90 billion Riyadh is believed to have pumped into promoting Islamic fundamentalism internationally.

Security agencies worldwide turned their focus on Saudi funding following allegations that the 19 Muslim terrorists - with 15 Saudi nationals among them - who turned commercial airliners into suicide bombs in the September 11 attacks in 2001 were funded from Riyadh.

Counter-terrorism networks also looked closely at the threat posed by Wahhabism or Salafism, a Saudi-pioneered interpretation of Islam espoused by Osama bin Laden, on radicalising Western Muslim communities.

Last October, US President George W. Bush declared that Saudi Arabia was "co-operating with efforts to combat international terrorism". But his administration is divided on the role Riyadh is playing in the West, as are Western intelligence agencies, including Britain's Scotland Yard and MI5.

Last September, weeks before Bush talked up Saudi Arabia's role in curbing radicalism and terror, his Treasury undersecretary for terrorism and financial intelligence, Stuart Levey, accused Riyadh of failing to prosecute terrorism financiers.

"If I could somehow snap my fingers and cut off the funding from one country, it would be Saudi Arabia," Levey said. "When the evidence is clear that these individuals have funded terrorist organisations, and knowingly done so, then that should be prosecuted and treated as real terrorism because it is."

Saudi Arabia has argued that it wants to improve its image in the West by using its financial clout to promote interfaith dialogue and moderate, not radical, Islam.

Berlusconi faces Muslim clash

Silvio Berlusconi is facing a row with the Muslim world over his plans to appoint a member of the far-Right to his cabinet.

Roberto Calderoli, 52, a senior member of the Northern League, enraged Muslims two years ago during the row over a set of Danish cartoons featuring the Prophet Mohammed. He appeared on television wearing a T-shirt printed with one of the cartoons. The Italian consulate in Libya was set on fire and 11 people died in riots.

Mr Calderoli has also threatened to defile the proposed site of a mosque in Padua by walking a pig over the ground. When Italy beat France in the 2006 World Cup, he said France had "sacrificed its identity by fielding niggers, Muslims and communists".

Despite the controversies, which forced him to resign as a minister for reform in 2006, Mr Calderoli is likely to get another job when Mr Berlusconi picks his cabinet because of the strong results obtained by the Northern League in the general election.

The Silent Jihad Against The West

Anyone that cares to learn about what is going on in the world is familiar with active jihad, the "holy war", conducted with terrorism and directed at the modern world in general and western civilization more specifically. But there is also another form of jihad that is part of the deliberate effort to have Islam replace all concepts of morality and the values held dear by the rest of us. The name of this silent "fifth column" effort is "Sharia Banking". Unfortunately, Sharia Banking is increasingly accepted by western banking institutions without any real understanding of what the Muslim goal is and what is at stake in the efforts by these institutions to attract more business, profits and money to bail them out of financial messes they brought upon themselves.

Islamic Sharia banking is coming to the United States and other western nations, thanks to global banks such as Citigroup, HSBC, Deutsche Bank, Morgan Stanley and Goldman Sachs. Great Britain is now pledging to become the Islamic banking center of the world. Clearly the headlong rush by all global banks to enter the world of Islamic banking is well underway. Why do western banks seek to participate in Sharia banking; because it gives them a chance to enter the Islamic banking industry which has over $1.5 trillion available today and is growing at a steady and explosive rate of over 15% per year.

The implications for the west, and especially for the United States, are staggeringly destructive. Islamic banking working through global banks is doing for Islam what it could never do on its own: giving legitimacy to Sharia law and infiltrating it into the fabric of western society.

For those not familiar with Sharia Banking; it is a system which creates and sells services and products that are in strict accordance with Sharia law. Sometimes it is referred to in the Islamic culture as "Sharia finance". It dictates how the practices of banking, investment, bonds, loans, brokerage, etc, are to be conducted.

To insure compliance and to become "Sharia banking" compliant, banks must hire Sharia experts to review and approve each product and practice of the bank. This is known as "halal", which has been described as "the Muslim equivalent of kosher in Judaism." There is a shortage of such Sharia experts so there is competition among banks to find such experts to sit on their boards of directors. By having an "expert" involved in banking decisions, this provides the legitimacy to each banking decision because it is made at the director rather management level. However, most of these Sharia experts" are from the radical Wahhabi school of Islam in Saudi Arabia and elsewhere, and they hold views diametrically opposed to the basic values of Western civilization.

The Center for Security has identified some of the Sharia experts sitting on the boards of U.S. financial institutions. The top twenty "advisors" include many with conflicts of interests and anti-trust issues since they sit on boards of many Islamic banks at the same time.

UK’s largest Muslim organisation: The Muslim Council of Britain has expressed concern over the success of far right candidate of the British National Party in the Thursday’s election of London Assembly and thought its awareness campaign did not yield desired result.

“During the election campaign, the MCB initiated a series of campaigns to encourage voter participation and to raise awareness against the far right. It is disappointed that, despite an effort that involved an alliance across faiths and parties, the London Assembly now includes a member of the far right,” Secretary-General Dr Muhammad Abdul Bari said in a statement on Sunday.

“It is time for us to reflect on how, in this day and age, divisive and hateful parties can get a foothold in such an important institution. We must redouble our joint efforts to avert their influence or impact.”

Congratulating the newly elected Mayor of London Boris Johnson, he expressed hope that the Conservative party representative would continue to support the capital’s Muslim community just like his predecessor Ken Livingstone did.

Danish imam Abdul Wahid Petersen and several other Muslims have started a group, 'Muslims for Danish pigs' rights', to show that Muslims have a lot more on their minds than headscarves, reports public broadcaster DR.

'As Muslims, we think about a lot more things than we're normally associated with,' he told DR.

He explained that Muslims believed they had a religious obligation to the world they were a part of. And since pigs were part of the world, they were there to look after them.

Muslim woman in Pennsyvlania admits killing husband over his 2nd wife

A Muslim woman pleaded guilty Friday to third-degree murder for killing her bigamist husband in August, hours before he was to leave for Morocco to visit his new, second wife.

Myra Morton, 48, was upset about the marriage and her husband's plans to have children with the younger woman, authorities say. She admitted shooting her husband Jereleigh Morton, 47, twice in the head while he slept, and initially blamed an intruder.

She faces from five to 20 years in prison when she is sentenced, defense lawyer Brian McMonagle said.

"I don't think there's any question in anybody's mind that the act was intentional," McMonagle said. "We have always maintained that it was based on a lot of passion, and it was caused by the emotional turmoil that she was going through."

The Mortons converted to Islam about 20 years ago. Jereleigh Morton met his second wife, 37-year-old Zahra Toural, last year on the Internet, prosecutors said. Myra Morton traveled to Morocco to meet Toural and bless the marriage, but police say she grew to resent the arrangement.

Home-grown 'champion of Islam'

Naeem Muhammad Khan wants everyone to "Support Our Troops," but he's not talking about the Canadian Forces in Kandahar.

From his apartment in Toronto, Mr. Khan has been posting messages on the Internet calling Osama bin Laden a "hero" and "champion of Islam."

The 23-year-old fundamentalist's online logo combines the black Taliban flag and the outline of an AK-47 above the "Support Our Troops" slogan.

Between sips of iced coffee at Tim Hortons, Mr. Khan explained that he is a supporter of the Taliban, as well as other armed Islamic groups.

" 'Support our Troops' means supporting the mujahideen [Muslim soldiers of God] who are fighting for their freedom and rights against illegal occupation in many, many places over the world like Afghanistan, Iraq, Chechnya, Kashmir, Palestine and Somalia," he said later in an e-mail.

Views like these are becoming increasingly common in Western countries, Canada included, and they are worrying to governments concerned about radicalism and violence.

Mr. Khan is an Islamist, not a terrorist, but what most disturbs moderate Muslims are his harsh comments about those who do not subscribe to fundamentalist beliefs.

In his online postings, Mr. Khan calls Tarek Fatah, Irshad Manji and other moderates "apostates," and says that under Islamic law, the punishment for apostasy is death. The same goes for those who insult Islam.

"Behead her!!! And make a nice video and post it on YouTube," he writes about one "Islam basher." As for "Jews who support Zionism and Israel since they are killing Palestinians killing them is not bad they deserve to die."

Elsewhere he writes, "Those who hate Islam and want to destroy is [sic] will have their fates decided by the swords of Muslims Inshallah [ALLAH willing]."

Muslim school does not prepare pupils for life outside Islam – inspectors

An Islamic boys’ school in Sheffield was criticised by inspectors last week for not preparing its pupils for life outside the Islamic world.

The private Jamia Al Hudaa school in Tinsley provided good teaching in “Islamic sciences” and in Arabic, said the inspectors, but secular lessons were not yet effective enough and pupils had a very limited understanding of faiths and cultures different from their own.

The school opened in 2002 in the former Park House Secondary and has 64 boys aged from 11 to 16 – three quarters of them boarders with pupils coming from across the UK and a few from overseas. Islamic studies are taught all morning with a secular curriculum in the afternoon, and the inspectors' visit was the first time the school had been independently assessed. They found the school was failing to comply with official regulations in terms of teaching the National Curriculum to the required quality and in providing PE lessons.

The school was also not meeting requirements in respect of the pupils' spiritual, moral, social and cultural development and has been called upon to give them a broader general knowledge of the nation’s public institutions and services. Inspectors found that the boys’ behaviour was good, as was their attendance and they were safe and well cared for.

French President Nicolas Sarkozy on Friday in the city state of Monaco compared the proposed Mediterranean Union to the beginning of the current friendship between France and Germany. Referring to the proposed union of European nations and countries along the Mediterranean rim, Sarkozy said: "It will certainly not be easier than the reconciliation between Germany and France," but added that in the end the Franco-German reconciliation was a success.

Sarkozy called the Mediterranean Union "one of France's most important political projects."

'Jihadist' booted from government lexicon

The Bush administration has launched a new front in the war on terrorism, this time targeting language.

Federal agencies, including the State Department, the Department of Homeland Security and the National Counter Terrorism Center, are telling their people not to describe Islamic extremists as "jihadists" or "mujahedeen," according to documents obtained by The Associated Press. Lingo like "Islamo-fascism" is out, too.

The reason: Such words may actually boost support for radicals among Arab and Muslim audiences by giving them a veneer of religious credibility or by causing offense to moderates.

"Regarding 'jihad,' even if it is accurate to reference the term, it may not be strategic because it glamorizes terrorism, imbues terrorists with religious authority they do not have and damages relations with Muslims around the world," the report says.

Language is critical in the war on terror, says another document, an internal "official use only" memorandum circulating through Washington entitled "Words that Work and Words that Don't: A Guide for Counterterrorism Communication."

The memo, originally prepared in March by the Extremist Messaging Branch at the National Counter Terrorism Center, was approved for diplomatic use this week by the State Department, which plans to distribute a version to all U.S. embassies, officials said.

"It's not what you say but what they hear," the memo says in bold italic lettering, listing 14 points about how to better present the war on terrorism.

"Don't take the bait," it says, urging officials not to react when Osama bin Laden or al-Qaida affiliates speak. "We should offer only minimal, if any, response to their messages. When we respond loudly, we raise their prestige in the Muslim world."

"Don't compromise our credibility" by using words and phrases that may ascribe benign motives to terrorists.

Some other specifics:

_ "Never use the terms 'jihadist' or 'mujahedeen' in conversation to describe the terrorists. ... Calling our enemies 'jihadis' and their movement a global 'jihad' unintentionally legitimizes their actions."

_ "Use the terms 'violent extremist' or 'terrorist.' Both are widely understood terms that define our enemies appropriately and simultaneously deny them any level of legitimacy."

_ On the other hand, avoid ill-defined and offensive terminology: "We are communicating with, not confronting, our audiences. Don't insult or confuse them with pejorative terms such as 'Islamo-fascism,' which are considered offensive by many Muslims."

The memo says the advice is not binding and does not apply to official policy papers but should be used as a guide for conversations with Muslims and media.

At least at the top level, it appears to have made an impact. Secretary of State Condoleezza Rice, who once frequently referred to "jihad" in her public remarks, does not appear to have used the word, except when talking about the name of a specific terrorist group, since last September.

The memo mirrors advice distributed to British and European Union diplomats last year to better explain the war on terrorism to Muslim communities there.

It also draws heavily on the Homeland Security report that examined the way American Muslims reacted to different phrases used by U.S. officials to describe terrorists and recommended ways to improve the message.

Because of religious connotations, that report, released in January and obtained by AP this week, counseled "caution in using terms such as, 'jihadist,' 'Islamic terrorist,' 'Islamist,' and 'holy warrior' as grandiose descriptions."

"We should not concede the terrorists' claim that they are legitimate adherents of Islam," the report said, adding that bin Laden and his adherents fear "irrelevance" more than anything else.

"We must carefully avoid giving bin Laden and other al-Qaida leaders the legitimacy they crave, but do not possess, by characterizing them as religious figures, or in terms that may make them seem to be noble in the eyes of some," it said.

The duo, who are charged with sexual assault involving four schoolgirls on a trip to the Pleasure Beach, have made their first appearance at court.

The sex attacks on the four 13-year-old girls are alleged to have taken place in the queue for and on the roller coaster on September 7 last year.

Mechanic Asad Mahmood, 19, and Haqnawez Razzaq, 26, who are both of Oldham, each face one charge of rape and four charges of sexual touching.

Bishop of Rochester, Dr Michael Nazir Ali, defended himself against a barrage of criticism at an inter-faith meeting at Ilford Islamic Centre on Friday.

Organised by the East London Three Faiths Forum, about 200 people packed into the Albert Road, Ilford, centre.

One Muslim man said after the "no go" comments hit the news his family was targeted.

He said: "Surely you must have known there would be this tremendous backlash, our windows broken, our sisters and wives spat at?"

Assistant imam of the South Woodford Muslim Community Centre and Mosque, Abdulrahman Tejan Bangura, fumed: "How many times do the wider community need to be educated about the fact that extremism is un-Islamic? Anyone that's practising extremism is not a Muslim."

Dr Nazir Ali said both Christians and Muslims needed to stop being defensive in order to move forward.

He said: "The fact of the matter is that extremists who call themselves Islamic extremists, whether they should attach themselves to that name or not is not for me to judge, have made it so difficult for Christian workers in particular places even to live.

"Christian clergy have been prevented from distributing literature in people's homes, Christian workers have been attacked or intimidated."

"I think the Muslim community and wider community both, need to attend to this situation and address it, rather than being in denial."

Centre spokesman Mohammed Azam said an "unfortunate understanding of Islam" had sprouted because some mosques were teaching Arabic "by rote" and without a true understanding of the Koran. He added: "There is extremism and we'd be foolish not to recognise that."

Reading about the lives of Saudi women reminded me of the brief but bizarre time I spent in the country, reporting on the Hajj.

Performing the pilgrimage is probably the only occasion that Muslims will visit the kingdom; tourism visas are non-existent and travelling for business and family reasons requires extensive documentation. I had heard about Saudi women being stripped of their rights, or having them pared down to the point of ineffectualness, but wasn't ready for this experience and had a rude awakening on arriving at the pilgrim's terminal in Jeddah. I looked for the man who was supposed to meet me, but when he failed to materialise, airport officials kept me in baggage reclaim for five hours. Showing them my papers - including a visa, a list of contact names and numbers and a letter from my employer - made little difference. I asked to leave so I could get a cab to Mecca, only to be told I would be stopped and turned back at checkpoints lining the route. The misunderstanding was cleared up, seven hours after landing, and I was allowed to go to a hotel, staying overnight and travelling to Mecca with a group the following day.

It became a familiar pattern. The lack of a male shocked some and surprised many but, as I always explained, I was working and had permission to be in the country. How else to explain the visa? I was discouraged from walking on foot - by far the quickest form of transport during the pilgrimage - and was stuck on buses and coaches for arduous journeys while male journalists were able to hop off and flag down motorcycles operating as taxis. Restricted movement was the least of my concerns, however. I was sexually assaulted three times in Mecca - the least distressing incident took place near the Ka'aba when a male pilgrim mistook my breasts for a balustrade and used them to hoist himself up the stairs - and was met with indifference when I complained. Being sexually assaulted is, I learned, an almost occupational hazard for the female pilgrim. It will happen to you or someone you know and incidents go unreported because of apathy from the security guards on duty.

If this is happening in Islam's holiest city, what is happening in the rest of Saudi Arabia? There was an unsettling dearth of women from the workplace - on TV, in hotels, restaurants and shops. I also became conditioned to being ignored by officials when asking questions about anything - whether it was the pilgrimage or more mundane matters. I shared my concerns with a male Saudi journalist and he told me I was imagining things. A female journalist told me how she and her husband were discussing Qatif girl with some young, educated Saudis. She thought they might be ashamed and embarrassed by the government's behaviour, but they thought the gang-raped teenager deserved every moment of the ordeal inflicted on her.

“Who remembers now the destruction of the Armenians?”

This infamous question, attributed to Adolf Hitler, is inscribed on a wall of the U.S. Holocaust Memorial Museum in Washington, D.C. A bold statement argued about by scholars, it represents millions of people of Armenian descent still fighting for recognition of the murders of their family members almost 100 years ago.

Genocide Remembrance Day, held on April 24, is a day to reflect on those who died. Between 1915 and 1923, according to historical accounts, around 1.5 million Armenians were systematically killed on the orders of the Ottoman Empire.

Until the late 19th century, Armenians were living in harmony with other ethnic groups. But the Russian victory over the Ottoman Empire, which led to Russian control over a large part of Armenian territory, led to problems. Russian support of Christians within the Ottoman Empire weakened the Ottoman government’s control by leading Armenians to believe they could regain independence. Armenian Christians were subject to Islamic dhimmi laws, which granted them lesser status and fewer legal rights than Muslim Ottoman citizens had under sharia law. Resentment between the groups escalated to conflict, abuse and violence.

Armenian survivors say that they were forced from their homes by the Ottoman government through mass evacuations and murders. Rape, famine and murder became so widespread that, whether an intended goal or not, the result was to exterminate a large portion of the Armenian population.

The present-day Turkish government disputes many facts of the forced evacuation and mass deaths. Although the Turkish government does not dispute that the Ottoman government ordered the evacuation of Armenians, they reject calling it “genocide.” Instead, the Turks allege that the deaths among Armenians at the time were the result of interethnic strife, disease and famine related to the turmoil of World War I.

History surrounds the newly refurbished park where old men sit and smoke and stray dogs bark on the slopes beneath Ankara Castle. There are the massive medieval walls of the citadel, the Museum of Anatolian Civilization at the park’s southern end, and across the valley stands a column erected by the Romans in the fourth century.

But there is nothing in Hisar Park that reveals its own history, what happened there before it became a park.

Photographs of the area taken in the early 1900s, such as those published in Ankara Magazine in November 2005, show a densely built district called Hisaronu, which means “in front of the castle.”

The houses were posh – three stories high with balconies and flagpoles – and the men in the street were smartly dressed in black coats and fezzes. After all, Hisaronu was home to the city’s mohair merchants, doctors and lawyers. It was also known as the Armenian Quarter.

Two events destroyed Hisaronu in the decade 1910–1920. The first came in 1915 when the Ottoman authorities applied the policy of “deporting” Armenians to remote parts of the empire. But this did not empty the district, as Greeks and Muslims lived there as well. Then in 1917 an accidental fire sped through the wooden-clad buildings of Hisaronu and razed it.

Curiously, Hisaronu’s inhabitants never rebuilt their homes. Many of them had second homes, with gardens, on the outskirts of the city, and they may have lived there in the hard times that followed World War One. The Greek residents may have left Turkey in the exchange of populations that accompanied the Treaty of Lausanne of 1923.

But what became of the Armenians?

The census of 1914 said there were 11,646 Armenians in Ankara, but the census of 1927 recorded only 705; “so we can conclude that more than 10,000 Armenians were forced to leave Ankara in 1915,” the journalist Seden Bayat wrote in an Ankara magazine article.

Thursday (April 24) is the 93rd anniversary of what is regarded as the start of the crackdown on the Armenians. On the night of 24 April, 1915 police arrested 235 leading members of the Armenian community in Istanbul, then the capital of the Ottoman empire.

During the next seven years up to 1.5 million Armenians died, either through massacres or deprivation in forced marches, according to Armenians. Turkey denies this, saying that 300,000 Armenians died in civil strife that emerged after Armenians in eastern Anatolia sided with invading Russian troops.

But there was no local strife or collusion with the enemy to justify the deportation of Armenians in Ankara and Istanbul. And it is the persistence of such questions, or the failure to answer them, that burdens Turkey like a ball and chain.

Iraqis find Iran warhead for medium-range missile

Coalition forces have reported Iran may be supplying medium-range rockets to Shi'ite militias in Iraq.

On April 19, Iraqi troops, as part of Operation Charge of the Knights, discovered a cache of munitions that included a 240 mm high-explosive warhead in Basra.

"The success in finding these large caches was also due in part by numerous tips from concerned local Iraqis," Lt. Col. Neil Harper, a spokesman for Multi-National Corps-Iraq, said.

The warhead, which contained Iranian markings, was said to be the most advanced weapon found in the possession of the Mahdi Army.

Officials said the warhead appeared to be part of the Fajr-5 medium-range rocket produced by Iran and transferred to Hizbullah in 2006. So far, they said, Shi'ite militias were not believed to have fired a 240 mm rocket in Iraq.

Other weapons found in the Shi'ite militia cache in Basra included 160 mortars, 25 artillery shells and a large quantity of explosives. Officials said the weapons contained Iranian markings and appeared less than a year old.

Officials said Teheran was believed to have supplied missiles with a range of at least 70 kilometers to the Mahdi Army, Special Groups and other militias in 2008. They said the rockets were meant to be used against the U.S.-led coalition and Baghdad government.

Metro, first sexually explicit Arabic novel seized in Egypt

The Arabic language’s first graphic novel appears it will need more time before it will be published as Egyptian police confiscated the book in what has been described as another threat to freedom of speech.

"Metro" was to be published in the near future by Malalmeh publishing house, but police raided their office here and took the book.

Egyptian government officials said the book was "harmful to public manners" due to its alleged political and social commentary.

Activist and blogger Mohamed Al Sharkawy, who is under arrest for his participation in the 6 April general strike across the North African nation owns Malameh.

Sharkawy made headlines two years ago during his detention when he said police in Cairo sexually assaulted him.

No charges were brought against the policemen despite Sharkawy’s lawyers documenting the incident and handing it over to the prosecutor.

The Arabic Network for Human Rights Information (HRinfo) - a pan-Arabic network that promotes freedom of speech - said the police broke into the Malameh office and took the novel, which they argue disrupts the country’s sentiments and "adversely affects the country’s image abroad."

"Metro" is written by Magdi El Shafi and the publishing house said it was to be the first graphic novel to be published in Egypt and the Arabic speaking world.

Probation For MOSLEM (ed. AI) Sergeant Who Misused Databases

A Fairfax County police sergeant was sentenced yesterday in federal court in Alexandria to two years' probation for his admission that he checked police databases for someone who was the target of a federal terrorism case.

Sgt. Weiss Rasool, 31, initially faced up to six months in jail, but federal prosecutors urged U.S. Magistrate Judge Barry R. Poretz to consider as much as a year of jail time after Rasool took a lie-detector test last week and "was not fully compliant" with the test procedures. Prosecutors also said in a motion filed with the court that FBI agents "do not believe that he has been truthful."

Before sentencing, Rasool stood and wept as he admitted breaking the law.

"If I could turn back time, I would maybe do things different," he said. "It was an error in judgment. I never intended for things to turn out this way. I don't know what to say to you or anyone. . . . I admit I made errors of judgment. But I never intended to put anybody's life at risk."

The police sergeant said after the sentencing that he hopes to remain with the Fairfax department. A misdemeanor conviction does not automatically disqualify him from continuing with the force. Rasool remains on administrative leave with pay pending the outcome of an internal investigation, Fairfax police said.

In June 2005, when federal agents had a Fairfax man under surveillance, the man apparently asked Rasool to check the license plates of three vehicles he thought were following him. Rasool's lawyer described the man as a member of Rasool's mosque.

According to court records, Rasool checked the databases and left the following voice-mail message for the man:

"Umm, as I told you, I can only tell you if it comes back to a person or not a person, and all three vehicles did not come back to an individual person. So, I just wanted to give you that much."

The three vehicles were undercover FBI vehicles, according to a letter from the FBI filed in court yesterday, and Rasool's message "likely alerted the subject of the FBI investigation which had a disruptive effect on the pending counterterrorism case." Prosecutors said the vehicles were listed with a leasing company, which an experienced officer might have known was an indicator of law enforcement vehicles.

Arab-Muslim Anti-Semitism Threatens Peace Process, Report Says

Growing Arab and Islamic anti-Semitism is posing a strategic threat to Israel by threatening the Israeli-Palestinian peace process and encouraging and justifying terrorism, according to report released this week.

The study, conducted by the Intelligence and Terrorism Information Center (ITIC), a quasi-official organization, examines the roots and characteristics of and dangers posed by contemporary anti-Semitism in the Arab and Muslim world.

Through the use of anti-Semitism, a generation of Arabs, Palestinians and Muslims are being educated to hate Israel and the Jewish people, ITIC director Dr. Reuven Erlich told Cybercast News Service in a discussion about the report.

"It contradicts the peace process. It encourages and justifies terrorism [and] is a tool in the policy of Iran, which became an anti-Semitism-sponsoring state," Erlich said.

(Iranian President Mahmoud Ahmadinejad has openly called for the destruction of Israel and denies the magnitude of the Holocaust.)

War on Terror Driven by Overreaction, Expert Says

America's war on terror is driven by an irrational fear of terrorism, according to one homeland security expert who believes that the money spent and the security steps taken after 9/11 do not match the reality posed by the threat. Other experts, however, insist that the terror threat is real and credible.

Dr. John Mueller, professor of political science at Ohio State University, wrote in the current issue of The American Interest -- a center-left foreign policy magazine -- that when it comes to finding al-Qaeda-linked terror cells within the United States, "investigators haven't found much of anything because there isn't much of anything to find."

Domestic security agencies such as the FBI "have dutifully and laboriously assembled masses of intelligence data and have pursued an endless array of leads," Mueller said. "Almost all of this activity has led nowhere, but it will continue because, of course, no one wants to be the one whose neglect somehow led to 'another 9/11.'"

In an interview with Cybercast News Service , Mueller admitted that "there are bad guys out there, and they can sometimes do bad things, but to consider them to be an existential threat is really a massive extrapolation from [the] single tragedy" of 9/11.

Mueller said it would be "so easy" for al Qaeda to do a "small-scale attack" in the United States -- blowing up a fast-food restaurant, for example.

"It seems likely that...they just don't intend to do it, and it may be that they're perfectly happy to keep watching as the United States overreacts and gets itself deeper into the ditch," Mueller said.

In his article, Mueller quotes New York Mayor Michael Bloomberg as saying in 2007, "Get a life ... you have a much greater danger of being hit by lightning than being struck by a terrorist."

However, Dr. James Jay Carafano, an expert in homeland security at the conservative Heritage Foundation, told Cybercast News Service that according to publicly available information, 19 terror attacks aimed at the United States have been thwarted since Sept. 11, 2001. Other attacks may also have been stopped, but information on those incidents may be classified for security reasons.

Brazil's discoveries of what may be two of the world's three biggest oil finds in the past 30 years could help end the Western Hemisphere's reliance on Middle East crude, Strategic Forecasting Inc. said.

Saudi Arabia's influence as the biggest oil exporter would wane if the fields are as big as advertised, and China and India would become dominant buyers of Persian Gulf oil, said Peter Zeihan, vice president of analysis at Strategic Forecasting in Austin, Texas. Zeihan's firm, which consults for companies and governments around the world, was described in a 2001 Barron's article as "the shadow CIA.''

Brazil may be pumping "several million'' barrels of crude daily by 2020, vaulting the nation into the ranks of the world's seven biggest producers, Zeihan said in a telephone interview. The U.S. Navy's presence in the Persian Gulf and adjacent waters would be reduced, leaving the region exposed to more conflict, he said.

"We could see that world becoming a very violent one,'' said Zeihan, former chief of Middle East and East Asia analysis for Strategic Forecasting. "If the United States isn't getting any crude from the Gulf, what benefit does it have in policing the Gulf anymore? All of the geopolitical flux that wracks that region regularly suddenly isn't our problem.''

Iran expelled from global arms show

Iran has been expelled from an international armaments trade show in Malaysia for being in breach of a United Nations resolution banning arms exports.

Malaysia's deputy premier, Najib Razak, confirmed that the country had been expelled from the 11th Defence Services Asia show.

"Unfortunately, when we inspected the Iranian state, there were missiles that are in clear contravention of UN resolutions, " Razak said.

Iranian companies were notified to leave the show on Tuesday but the news was released on Thursday.

Razak told reporters the government's move was not because of complaints from the US and Britain.

United Nations resololutions prohibit Iran from exporting arms and for other countries to give technical assistance to Tehran for the development of nuclear arms.

German police raid homes over 'jihadist' material

German police conducted a series of raids across the country Wednesday as part of their investigation into nine citizens suspected of systematically trying to convert others to radical Islam.

Anton Winkler, spokesman for the Munich state prosecutor, said the suspects ranged in age from 27 to 47.

Prosecutors said the suspects had ties to an Islamic center in Neu-Ulm, a small township in southern Germany.

The Multi-Kultur-Haus was shut down in 2005 after authorities seized material urging Muslims to carry out suicide attacks in Iraq.

In September, German authorities arrested two German citizens who had converted to Islam and a Turkish resident who they said were in the advanced stages of plotting a bombing attack. The trio attended the Islamic center.

A reappraisal of the role of Sufis working as missionaries of Islam

For centuries the Sufi creed and Sufi music have been tom tomed as great symbols of spiritualism and promoters of peace and harmony between the Hindus and the Muslims. The cleverly marketed concept of Sufi spiritualism has been unquestioningly accepted as the hallmark of Hindu-Muslim unity. It is time we studied the history of Sufis, tried to track the narrative of their coming to India and analysed their explicit missionary role in promoting conversions to Islam. More importantly, it needs to be assessed how did the Sufis conduct themselves during reckless killings and plunders by the Muslim invaders ? Did they object to the senseless mass killings and try to prevent unremitting plunder of Hindu temples and innocent masses? Did the Sufis ever object to the capture of helpless men and women as slaves and the use of the latter as objects of carnal pleasure ? These are some of the questions to which answers have to be found by every genuine student of Indian history.

In the above mentioned treatise on Sufi philosphy, Fuwaid al-Fuad, a very interesting instance of enslaving the kaffir Hindus for monetary gain has been cited which shows how another Sufi, Shayakh Ali Sijzi, provided financial assistance to one of his dervishes to participate in the lucrative slave trade. He had advised the dervish that he should take “these slaves to Ghazni, where the potential for profit is still greater”. And it was confirmed by Nizamuddin Auliya that “the Dervish obeyed”. Obviously therefore, neither spiritual ethics and nor justice to all, including the infidels, were the strong points of Sufi saints.

If the narrative of the preachings and acts of Khawaja Moinuddin Chishti of Ajmer are taken as indication of his religious philosophy and deeds, he emerges as a sufi master who nursed a deep hatred against the infidel Hindus and showed utter contempt for their religious beliefs. As elaborated by S.S.A. Rizvi in ‘A History of Sufism in India, Vol. 1 (Munshiram Manoharlal, 1978, p. 117), there is a reference in the book, Jawahar-i- Faridi, to the fact that when Moinuddin Chishti reached near the Annasagar Lake at Ajmer, where a number of holy shrines of Hindus were located, he slaughtered a cow and cooked a beef kebab at the sacred place surrounded by many temples. It is further claimed in Jawahar-i-Faridi that the Khwaja had dried the 2 holy lakes of Annasagar and Pansela by the magical heat of Islamic spiritual power. He is even stated to have made the idol of the Hindu temple near Annasagar recite the Kalma. The Khwaja had a burning desire to destroy the rule of the brave Rajput king, Prithviraj Chauhan, so much so that he ascribed the victory of Muhammad Ghori in the battle of Tarain entirely to his own spiritual prowess and declared that “We have seized Pithaura alive and handed him over to the army of Islam”. Throughout the Muslim rule all Sufis enjoyed full confidence, royal favour and patronage of the cruel Muslim rulers. Though foolishly accepted as “secular” by most Hindus seeking spiritual solace after being battered, bruised and marginalised, almost all Sufi saints dogmatically followed the commandments contained in the Quran, the Hadith and Sharia. Historians have recorded that many Sufi saints had accompanied armies of the Muslim invaders to use their spiritual powers in furtherance of Islam’s conquests. Not one of them raised even a little finger to forbid slaughter of the innocents, nor did they question the imposition of jiziya by Muslim rulers. In fact, most of them guided the

Muslim rulers in carrying forward their mission of conquest and conversion by furthering their campaigns of plundering the wealth of Hindus of which many Sufis willingly partook share. It was almost a taboo for Sufis, the so-called saints, to accept a Hindu ascending the throne of any kingdom during the heydays of the Muslim rule. . In an example narrated by S.A.A. Rizvi on page 37 of his well researched book, The Wonder That Was India (Vol.II, Rupa & Co, 1993, New Delhi) it is pointed out that when the powerful Bengali warrior, king Ganesha, captured power in Bengal in the year 1415 A.D., Ibrahim Shah Sharqi, attacked his kingdom at the request of outraged ulema and numerous Sufis of Bengal. In the ensuing strife, the leading Sufi of Bengal, Nur Qutb-i-Alam, interceded and secured a political agreement to the benefit of the Muslim community and satisfaction of Sufis. Under dire threat King Ganesha was forced to abdicate his throne in favour of his 12 years old son, Jadu, who was converted to Islam and proclaimed as Sultan Jalaluddin - to the satisfaction of the Sufi masters. Similarly Sultan Ahmed Shah of Gujarat (1411-42), though a practitioner of Sufi philosophy, was a diehard iconoclast who took delight in destroying temples, as stated in the same tome, by S.A.A. Rizvi. The Sultan also used to force the Rajput chieftains to marry their daughters to him so that they would become outcastes in their own community. And the endgame of the Sultan could as well be that perhaps some of the outcaste Rajputs might then opt to become Muslims.

Unfortunately due to relentless colonization of the Hindu mind during 1000 years long oppressive Muslim rule, the Hindu masses till date have failed to realise that the so-called Sufi philosophy of religious harmony is a one-way street. This trend of Hindus praying at tombs and dargahs has been nurtured by the strong undercurrent of belief in spiritualism among Hindu masses, even educated classes. That is the crux of the matter. Deeply steeped in their traditional belief in spirituality and mysticism, the Hindus have developed the custom of visiting dargahs and continue to pray at the tombs of Sufis, no Muslim, nor any Sufi, has ever agreed to worship in a Hindu temple, nor make obeisance before the images of Hindu Gods and Godesses. For them it would be an act of grossest sacrilege and unacceptable violation of the basic tenets of Sufism. That is the truth about the Sufi saints and their philosophy of inter-religious harmony.

If they do, then God permits you to shut them in separate rooms and to beat them, but not severely. If they abstain from [evil], they have the right to their food and clothing in accordance with custom (bi’l-maruf). Treat women well, for they are [like] domestic animals (‘awan) with you and do not possess anything for themselves. You have taken them only as a trust from God, and you have made the enjoyment of their persons lawful by the word of God, so understand and listen to my words, O people. I have conveyed the Message, and have left you with something which, if you hold fast to it, you will never go astray; that is, the Book of God and the sunnah of His Prophet. Listen to my words, O people, for I have conveyed the message and understand [it]. Know for certain that every Muslim is a brother of another Muslim, and that all Muslims are brethren. It is not lawful for a person [to take] from his brother except that which he has given him willingly, so do not wrong yourselves. Women in Muslim world

Muslims do not treat women right. According to the Global Gender Gap (GGG) report, the planet's ten-worst offenders are: Yemen, Chad, Pakistan, Nepal, Saudi Arabia, Benin, Morocco, Turkey, Egypt and Oman. Of the ten, nine are Muslim-majority states. At the other end of the spectrum, the planet's best countries for women to live in are: Sweden, Norway, Finland, Ireland, New Zealand, Philippines, Germany, Denmark, Ireland and Spain. Not even one of the top-ten is a Muslim-majority state.

GGG collected data from a total of 128 countries to develop a comprehensive, scientific index. The GGG Index is based on four different sub-indices -- namely, economic participation, educational attainment, political empowerment and health -- while each of the sub-indices has half a dozen components.

Under economic participation, five of the worst-offenders are: Yemen, Saudi Arabia, Pakistan, Oman and Bahrain. Under educational attainment, the worst-offenders are: Chad, Yemen, Benin and Pakistan. The best: Denmark, United Kingdom, Australia, France and Belgium. Under political empowerment the worst are: Saudi Arabia, Yemen, Kuwait, Qatar, Egypt and Iran. The best: Sweden, Finland, Norway, Iceland and Spain.

For women, the Islamic Republic of Pakistan comes out as one the worst of countries to live in; there are only two other countries worse off than is Pakistan -- Yemen and Chad. Under economic participation, Pakistan is ranked 126 out of 128. Educational attainment, 123 out of 128. Health, 121 out of 128. Political empowerment, 43 out of 128. Surprisingly, Pakistani women are worse off this year than they were last year.

Al Mamlakah al Arabiyah as Suudiyah, or the Kingdom of Saudi Arabia, is ranked really low, too. Under economic participation, Saudi Arabia is ranked 127 out of 128. Educational attainment, 87 out of 128. Health, 60 out of 128. Political empowerment, 128 out of 128.

Al Jumhuriyah al Yamaniyah, or the Republic of Yemen is worse than both Pakistan and Saudi Arabia. Under economic participation, Yemen is ranked 128 out of 128. Educational attainment, 127 out of 128. Political empowerment, 127 out of 128.

Intriguingly, there is a correlation between poverty and status of women. Some of the worst offenders are also the poorest of the poor (with the exception of oil wealth). Most of the Arab world is far below global averages and conditions, unfortunately, are actually deteriorating -- not improving. Yes, there are a few exceptions. The UAE, for instance, has invested massive resources into educating its women. Bahrain now has a woman parliamentarian.

Muslims do not treat women right. Muslims are 22 per cent of humanity but produce less than five per cent of global GDP. Imagine, 95 per cent of global GDP is produced by non-Muslims!

EU wipes England off the map - as Gordon Brown flies the flag of St George over Downing Street

The Tories have issued a St George's Day rallying cry against plans by Brussels to "wipe England off the map" and create a United Europe.

As Gordon Brown hoisted the English national flag over 10 Downing Street to celebrate St George's Day, it was revealed that EU officials had revised a map wiping out the country and the Channel.

The change splits England into three and lumps those parts together with chunks of other countries to create "transnational regions".

It is claimed these zones - which have been allocated their own budgets - are intended to boost trade between EU nations.

But the Tories yesterday accused the Government of trying "to create a European superstate via the back door".

Under the programme, known as INTER-REG, counties along England's south coast form the "Manche Region" along with northern France.

The "Atlantic Region" takes in western England, along with Ireland, Wales and parts of Portugal, Spain, France and Scotland.

Meanwhile eastern England is part of the "North Sea Region", which covers areas of Sweden, Denmark, Germany, Belgium, Norway and the Netherlands.

The UK Government is fully behind the project, even though the words "England" and "Britain" are left off official maps of each area and the Manche Region renames the English Channel "The Channel Sea".

Each region, which will be given taxpayers' money to promote trade links, cultural ties, transport policies and tourism, is to be run by a "managing authority" of unelected officials overseen by a director.

None will be based in the UK, with Manche ruled by the French, Atlantic by the Portuguese and North Sea by the Danes.

Federation of Italian mosques mooted

Italy's outgoing interior minister, Giuliano Amato, was expected to unveil a proposed federation of Italian mosques in Rome on Wednesday.

The federation is intended to replace the Consulta Islamica, a body set up by the government in 2005 to represent Italy's various Muslim groups.

Amato put the Consulta Islamica on hold after some members, including Nour Dachan, from Italy's largest Islamic group - the Union of Islamic Communities of Italy - refused to sign a 'charter of values' for Italy's religious minorities last year.

Amato's predecessor, Giuseppe Pisanu, who created the Consulta envisaged the 16-member body as a vehicle for dialogue with moderate Muslims in Italy and to combat terrorism.

Amato has in recent months been working with consultants on his proposed federation of Italian mosques, unnamed sources told Adnkronos International (AKI).

The federation would be headed by Rome's mosque (photo) which represents 22 mosques from central Italy, according to the sources.

Secular strains: Turkish political Islam comes under new fire

Every year on April 23, Turkey’s political, military and state leaders gather in the parliament building in Ankara to celebrate national sovereignty day. It is one of those solemn state occasions the country does so well – and it offers a splendid opportunity for grandstanding. This year the speaker of parliament has invited wives of deputies to attend the event wearing headscarves should they wish, a provocative act in a country that has banished the garment from public life. This in turn has prompted speculation that the army top brass will boycott the reception.

Parliament is synonymous with Turkey’s republican history and the central tenet of that history is secularism. But since the Justice and Development party (AKP) was first swept to power in the 2002 general election, the headscarf has become the symbol of a new power struggle in Turkey, between the secular elite – of which the army is the most important element – and a new generation of conservative, religiously-minded Turks.

The military/judicial/bureaucratic nexus looks set for a new and perhaps final confrontation with the AKP. If the generals are even considering a no-show, it is evidence that Turkey’s secularists and the AKP have failed to find a modus operandi after more than five years of uneasy cohabitation. The constitutional court is already preparing to consider a petition to shut the party down, in what many commentators are calling a “judicial coup d’état”.

The AKP, which denies that it has any “agenda”, hidden or otherwise, to Islamise Turkey, will present its defence in the next few days against the charge that it seeks to impose Sharia law on Turkey. Abdurrahman Yalcinkaya, the prosecutor who filed the case with the constitutional court last month, also wants Recep Tayyip Erdogan, the prime minister, Abdullah Gul, the president, and 69 other party officials banned from political activity for five years.

A legal battle is in prospect lasting perhaps for most of 2008, with the potential to paralyse the business of government and complicate Turkey’s accession talks with the European Union. It adds a huge element of uncertainty to the outlook for Turkey. The economy is already slowing and the country is vulnerable to the impact of the global credit squeeze because of its need for foreign capital to finance its current account deficit. Guven Sak, who heads the Tepav think-tank in Ankara, says the juxtaposition of these “three crises” makes this a difficult moment for Turkey.

The case against the AKP has polarised Turkey along its most familiar faultline – the point, as much ideological as psychological or social, at which its austere founding vision of secularism meets the messy reality of its emergence in the past 60 years as a multi-party democracy. It is perhaps inevitable that the more democratic Turkey becomes, the more its underlying character as a Muslim society will emerge to shape its political culture. The question is whether the AKP fuels this phenomenon or merely reflects it.

While the nation has changed – through migration, industrialisation, the spread of education, democracy and globalisation – in the 85 years since the republic was created, the state has remained essentially the same: authoritarian, hostile to plurality and observant of Mustafa Kemal Atatürk’s secular vision for the revolutionary republic he founded. The clash between the AKP and the secularists embodies this tension.

The Theologians Working Towards a Euro-Islam

Leading Muslim scholars are laying the theological foundations for a "Euro-Islam" which would reconcile their religion with the challenges of modernity. But just how compatible is Islam with secular Western values?

The air in the conference room is stale, and the dour mood among those present is not much better. The room smells of sweat, cigarette smoke, cold coffee -- and plenty of problems. That comes with the territory at a meeting of some 100 social workers who work in flashpoints like the London boroughs of Hounslow, Eastleigh and Ealing.

In their districts they often have to deal with angry youth gangs, unemployment and failed integration policies. Today, on this particular Thursday, they have gathered here in the large hall of the Holborn Bars conference center to learn that multiculturalism also has positive aspects and, most importantly, that no one needs to be afraid of Muslims.

Up on the stage, Lucy de Groot, the organizer of the one-day seminar "Cultural Diversity and Social Cohesion," presents “with great pleasure” a speaker whose appearance alone is enough to add a touch of brilliance to this gloomy conference room. Smiling here and nodding there, the “esteemed guest” strides up to the podium with the confidence of an entertainer who has grown accustomed to success. Tariq Ramadan knows how to win people over.

Many of the veteran social workers have an almost enraptured expression on their faces as they look up at the tall, thin man. With his striking features and dark well-trimmed beard, his sand-colored suit with its elegant casualness, the unbuttoned collar of his bright yellow shirt and his slightly dark complexion, Ramadan resembles a Latino singer. “It’s wonderful to be in London,” he says warmly into the microphone. “Thank you very much for inviting me.” Ramadan places the fingertips of his well-manicured hands together and gazes confidently at the audience. His fan club is guaranteed to be even bigger after this afternoon.

Officially, Ramadan, 45, is a professor of Islamic studies in Geneva. But now he has just come from Oxford, where he teaches at St. Antony’s College as a visiting fellow. In effect, Ramadan is something of a modern-day itinerant preacher. His mission is to boost the self-confidence of Europe’s Muslims and to explain his vision of a “European Islam” to Europe’s Christian elite. The new brand of faith which, according to Ramadan, “is currently taking shape among European Muslims with Islamic-European culture” aims to reconcile Western values with the teachings of Islam. This “Euro-Islam” has allowed Ramadan to win friends among immigrant children and proponents of interreligious dialogue -- and make enemies among right-wing nationalists and hardline Islamists.

More rigid regulations in the Flemish hospitals for Muslim patients, who refuse gynaecological care of male doctors: from today their desire will be respected, but not in cases of emergency, circumstances under which the doctor will be allowed to ignore the request of the patient for the sake of their health. The female gynaecologists have elaborated a real code of good conduct in order to treat the Islamic patients in cases of emergency or during night watch, when a female doctor is not always available. According to the new regulations, the medical personnel will have to indulge the patient's request only if it is put in writing or only if the ill patient herself asks for the intervention of a female doctor and not her husband or her family. The code of good conduct has obtained the approval of the female gynaecologists, of the association of the doctors' unions of and the centre for gender equality and fight against racism. (ANSAmed).

University 'an agent of extreme Islam'

A JUDGE has likened Griffith University to hardline Islamic "madrassas" in Pakistan - notorious for breeding radicals - and accused the Queensland institution of promoting a Muslim ideology espoused by Osama bin Laden.

Queensland District Court judge Clive Wall also accused Griffith of becoming an "agent" through which the Saudi Arabian embassy was propagating extreme Islam.

Judge Wall, a deputy judge advocate-general in the Australian Defence Force holding the rank of air commodore, told The Australian it was clear what brand of Islam the university would be teaching through its Saudi-funded Islamic Research Unit. "It would have to be Wahabism, similar to many of the madrassas in Pakistan who receive funding from Saudi Arabia," he said.

At least three of the suicide bombers responsible for the 2005 London bombings - which killed 56 people - attended Pakistani madrassas, which are considered indoctrination centres for Islamic extremism.

The Australian revealed yesterday that Griffith asked the Saudi embassy in Australia for a $1.37 million grant for its Islamic Research Unit, even telling the ambassador that certain elements of the controversial deal could be kept a secret.

It was also revealed through documents that Griffith - described by vice-chancellor Ian O'Connor as the "university of choice" for Saudis - offered the embassy a chance to "discuss" ways in which the money could be used.

The Australian first revealed in September that Griffith had received a $100,000 Saudi grant.

Griffith Islamic Research Unit director Mohamad Abdalla has rejected accusations the Saudi funding would be used to promote Wahabism, saying his centre was opposed to the hardline ideology and in favour of "moderate" Islam.

But Judge Wall yesterday accused Griffith of becoming a Saudi stooge. "They're using the university as an agent to promote their bigoted brand of Islam," he said. "I'm concerned that a country which doesn't itself tolerate freedom of religion is promoting its own quite bigoted version here with the acquiescence of our learning institutions."

This is the first time Judge Wall, who was appointed to the District Court in 1996, has publicly declared his views about the threat of Wahabism and aired his concerns about the Saudi Government's connections.

Asked why he wanted to weigh in on the topic of Saudi funding, he said: "Like many people, I follow what's out there around the world and I was just concerned in particular about the source of the funding being Saudi Arabia. I'm concerned that a university which is in my area is not being entirely frank about what it's doing."

Judge Wall accused Griffith's management of being "naive" in accepting Saudi funds, which have historically been linked to the propagation of fundamentalism.

"They (Saudis) are not being simply altruistic," he said. "They don't give anything for benevolent reasons, there's always something behind it."

September's report in The Australian prompted Judge Wall to inquire about the nature of the fund and how it was intended to be used. He wrote to Ross Homel - then director of Griffith's key Centre for Ethics, Law, Justice and Governance, which manages the Islamic unit - raising questions about the branch of Islam the university wanted to propagate.

"You have said that the Saudi grant to the Griffith Islamic Research Unit will be used to promote 'moderate Islam'," says Judge Wall in the letter obtained by The Australian. "What do you mean by 'moderate Islam' and what do you understand is the difference between moderate Islam and Wahabi Islam or Wahab-ism (sic) or 'hardline' purposes?"

Judge Wall's questions were hand-balled by Professor Homel to Dr Abdalla. But he never received an answer.

"I'm a little concerned that I've received no response from the university to my letter," Judge Wall said. "They seem reluctant to discuss the matter."

Griffith did not return several phone calls from The Australian yesterday. Mr Abdalla could not be contacted.

Al-Qaeda accuses Iran of 9/11 lie

Al-Qaeda's deputy leader, Ayman al-Zawahiri, has blamed Iran for spreading the theory that Israel was behind the 11 September 2001 attacks.

In an audio tape posted on the internet, Zawahiri insisted al-Qaeda had carried out the attacks on the US.

He accused Iran, and its Hezbollah allies, of trying to discredit Osama Bin Laden's network.

Correspondents say the comments underline al-Qaeda's increasing public hostility towards Iran.

In a two-hour audiotape posted on an Islamist website, Osama Bin Laden's chief deputy responded to questions posted by al-Qaeda sympathisers.

In response to a question about persistent rumours in the Middle East that Israel was involved in the 9/11 attacks, Zawahiri said the rumour had begun on the Hezbollah television station, Al-Manar.

"The purpose of this lie is clear - [to suggest] that there are no heroes among the Sunnis who can hurt America as no-one else did in history," he said.

"Iranian media snapped up this lie and repeated it."

UN Security Council divided on Serb voting

New York, 22 April (AKI) – The United Nations Security Council has again demonstrated deep divisions over Kosovo on the issue of whether local Serbs (photo) should be allowed to vote in Serbia's municipal elections on 11 May.

The divisions emerged at a session of the UN's top decision-making body late on Monday, echoing the split which emerged within it over Kosovo's declaration of independence in February.

All UN Security Council members agree that Kosovo Serbs should be allowed to vote in Serbia's parliamentary elections also slated for 11 May.

But the United States and Great Britain believe that allowing local Serbs to take part in Serbia's municipal elections would be “illegal” and would further complicate relations between minority Serbs and majority ethnic Albanians in Kosovo.

UN Security Council permanent member and Serbian ally Russia, which has backed Belgrade in opposing Kosovo independence, said its Serb population had the right to elect their representatives at local and national level.

Kosovo Serbs boycotted municipal and parliamentary elections last November.

The Security Council convened to discuss behind a closed doors a report by the chief of the UN administration in Kosovo (UNMIK) Joachim Ruecker on the situation in Kosovo since ethnic Albanians seceded from Serbia with the support of western powers.

Ruecker said UNMIK, which has controlled Kosovo since 1999, will continue its mission “under changed circumstances”. But he said UNMIK will gradually transfer power to local Kosovo authorities by mid-June when Kosovo's new constitution comes into force.

“We must accept the fact that the situation has changed and the fulfillment of our mandate doesn’t mean the same as in 1999 when there were no Kosovo institutions and UNMIK's intervention was needed in every sense to prevent total anarchy,” Ruecker said.

Serbian president Boris Tadic criticised Ruecker’s report.

He acknowledged the report took into account “the new reality on the ground” after Kosovo's declaration of independence.

But Tadic said Ruecker's report ignored Serbian objections that such a reality was created by an “illegal act of secession” and in violation of Security Council resolution 1244 which defines Kosovo as part of Serbia.

Tadic said that the “citizens in Kosovo, who recognise the Republic of Serbia as their state, have the right to elect their municipal and parliamentary representatives”.

A MARCH to celebrate St George’s Day has been axed – because the authorities fear it could spark race riots.

About 1,500 children were due to take part in a parade to commemorate the patron saint of England on Wednesday.

But council bosses in Bradford, West Yorks, have ditched the event over concerns it could upset the Asian community, many of them Muslim.

They feared a repeat of riots that hit the city in 2001, when an Asian man was stabbed by National Front supporters and 300 police were injured. Officials suggested making the route shorter to avoid areas where the riots took place.

But the Rev Tony Tooby, chairman of governors at St Philips Primary School, said: “We wanted the route to include where the riots took place to educate our young people."

“But the police and council proposed another route which was ridiculously short.

“The march would have been over before it began.

“Unfortunately, there’s a fear someone may have used it to cause violence.

“The day seems to have been taken off us because of fear of thugs.” Tory MP Philip Davies, 36, added: “This was a prime opportunity to promote integration in a celebration of being British."

“The police and council – whether it’s through political correctness or whatever – have failed miserably. Frankly, it’s pathetic.”

Bishop warns of no-go zones for Christians

THE Bishop of Shrewsbury, the Rt Rev Alan Smith, has warned Christians from travelling to certain holiday hotspots following a report on global Christian persecution.

Charity Open Doors has published its 2008 World Watch List ranking the countries with the worst records of persecuting Christians in the last year. Popular destinations the Maldives and Laos were in the top 8, with India, Turkey and Morocco in the top 40. Egypt is ranked two places above Iraq.

The Egpytian tourist bureau said: “There is absolutely not persecution of Christians in Egypt. We have a strong Christian, Coptic, population. We have many Christian monuments. I don’t know why these people say that.” Bishop Smith said: “Part of our Christian responsibility is to learn about other parts of the world and to work for truth and justice. We also need to support our fellow Christians in other countries, many of whom are suffering or whose lives are under threat.”

The High Commission’s website reads: “Sun, sand and sea, a thousand ‘Robinson Crusoe’ islands, massive lagoons with different depths and infinite shades of blue and turquoise, dazzling underwater coral gardens; a perfect natural combination for the ideal tropical holiday destination. However there is more to the Maldives than just that.”

“Islam is the official state religion and all citizens must be Muslims. Sharia law is observed, which prohibits the conversion from Islam to another religion. A convert could lose citizenship. It is prohibited to practice any other religion than Islam, which is considered to be an important tool in stimulating national unity and maintenance of the government’s power,” says the report by Open Doors of the Maldives, fourth on its list.

The chief executive of Open Doors UK and Ireland, Eddie Lyle, said: “At best Christians living in countries featuring on the World Watch List 2008 can expect discrimination in the workplace, in education, physical and emotional abuse or a ban on holding church services."

“At worst, and this is a regular occurrence for Christians living in any of the worst ten nations, they may be thrown into jail and – all too often – are murdered.”

A spokesperson for Thompson Holidays said they did not think this was going to affect the way people booked their holidays: “I don’t see why it should. Not unless more people found out about it.”

Saudi women 'kept in childhood'

Women cannot make even simple decisions on children, the report says

Saudi women are being kept in perpetual childhood so male relatives can exercise "guardianship" over them, the Human Rights Watch group has said.

The New York-based group says Saudi women have to obtain permission from male relatives to work, travel, study, marry or even receive health care.

Their access to justice is also severely constrained, it says.

The group says the Saudi establishment sacrifices basic human rights to maintain male control over women.

Saudi Arabia is the only country in the world where women are not allowed to drive.

Saudi clerics see the guardianship of women's honour as a key to the country's social and moral order.

'No progress'

The report, Perpetual Minors: Human Rights Abuses Stemming from Male Guardianship and Sex Segregation in Saudi Arabia, draws on more than 100 interviews with Saudi women.

Farida Deif, women's rights researcher for the Middle East at Human Rights Watch, said: "Saudi women won't make any progress until the government ends the abuses that stem from these misguided policies."

It's astonishing that the Saudi government denies adult women the right to make decisions for themselves but holds them criminally responsible for their actions at puberty

The report says that Saudi women are denied the legal right to make even trivial decisions for their children - women cannot open bank accounts for children, enrol them in school, obtain school files or travel with their children without written permission from the child's father.

Human Rights Watch says that Saudi women are prevented from accessing government agencies that have no established female sections unless they have a male representative.

The need to establish separate office spaces for women is a disincentive to hiring female employees, and female students are often relegated to unequal facilities with unequal academic opportunities, the report says.

Male guardianship over adult women also contributes to their risk of exposure to violence within the family as victims of violence find it difficult to seek protection or redress from the courts.

Top university 'begged' for Saudi funding

A PROMINENT Australian university practically begged the Saudi Arabian embassy to bankroll its Islamic campus for $1.3m, even telling the ambassador it could keep secret elements of the controversial deal.

Documents obtained by The Australian reveal that Griffith University - described by vice-chancellor Ian O'Connor as the "university of choice" for Saudis - offered the embassy an opportunity to reshape the Griffith Islamic Research Unit during its campaign to get some "extra noughts" added to Saudi cheques.

The revelation comes despite a claim last year by Ross Homel - then director of Griffith's key Centre for Ethics, Law, Justice and Governance, which manages the Islamic unit - that the university did not chase money from the embassy and that the $100,000 down payment was offered with "no strings" attached.

While the Brisbane university says its centre is designed to promote moderate Islam, the Saudi Government espouses a hardline version of the faith, policed at home by the Mutaween, the country's religious police notorious for enforcing strict Muslim laws.

Women are subjected to particularly harsh treatment in Saudi Arabia, and foreigners face severe punishment for not obeying the religious laws.

The Saudi Government - largely through its embassy - is believed to have funnelled at least $120m into Australia since the 1970s to bankroll radical clerics, build mosques and propagate hardline Islam

When presented with the documents, Professor Homel admitted the university had asked for the money.

He said the Islamic unit director, Mohamad Abdalla, and his team were always "proactively" seeking funding from a range of sources, including foreign embassies.

"Mohamad Abdalla and his colleagues in the Islamic Research Unit are always looking for funds," Professor Homel said.

"So the Saudi funding was one of a number of sources of funding that the (unit) has received."

"They've always been proactive about seeking funding."

The Australian revealed last September that the Muslim community feared Griffith's $100,000 Saudi grant would skew the university's research and create sympathy for an extremist Islamic ideology - Wahabbism - which is espoused by al-Qaeda.

Professor Homel maintained the Saudis had no control over the university funding, but documents obtained by The Australian reveal that vice-chancellor O'Connor, among other staffers, offered the embassy a chance to "discuss ways" in which the money could be used.

Report analyzes Muslim anti-Semitism

Muslim anti-Semitism is growing in scope and extremism, to the point that it has become a credible strategic threat for Israel, according to a 180-page report produced for Israeli policymakers by the semi-official Intelligence and Terrorism Information Center (ITIC) and obtained exclusively by The Jerusalem Post ahead of its Tuesday release.

According to the report, by educating generations of Muslims with a deep animus toward Israel and Jews, this anti-Semitism, actively promulgated by many states in the region, holds back the peace process and normalization efforts between Israel and Muslim countries. It also forms the intellectual justification for an eliminationist political program.

"This isn't ordinary prejudice," explained ITIC director Col. (res.) Dr. Reuven Erlich, formerly of the IDF's Intelligence Directorate, who heads the team of researchers that produced the report. "This prejudice is evil because it isn't theoretical. It is ideological incitement by states and organizations with the practical means of translating it into action."

Following on a similar study produced in 2004, the report is a comprehensive examination of anti-Semitism in the Muslim world, with emphasis on Iran and Arab states.

It is also an insight into the perception of the threat within the Israeli intelligence establishment. The ITIC operates under the aegis of the Israel Intelligence Heritage and Commemoration Center (IICC), the official commemoration agency for the fallen of Israel's intelligence services. The IICC is chaired by former Mossad head Efraim Halevy and maintains close contact with Israel's intelligence community. The ITIC's reports are widely read among Israeli policymakers.

Among the report's most worrying findings is the growth over the past three decades of uniquely Muslim roots to older European versions of anti-Semitism. Without discounting classical Christian Europe's canards regarding secret Jewish conspiracies, the ritual slaughter of non-Jewish children and other allegations of Jewish evil, anti-Semitism in the Muslim world increasingly finds its own, Islamic reasons for anti-Jewish hatred through new interpretations of Islamic history and scripture.

From the Koranic story of a Jewess who poisoned Muhammad, to the troubled relations between Muhammad and the Jewish tribes of Arabia, radical Islamist groups and thinkers have been using extreme anti-Semitic rhetoric that has grown increasingly popular with the Muslim public, particularly in Iran and the Arab states. Using well-known Koranic texts, these groups have been mapping out the Jews' "innate negative attributes" and teaching a paradigm of permanent struggle between Muslims and Jews.

The goal of this "Islamified" anti-Semitism, according to the report, is to transform the Israeli-Palestinian conflict from a national territorial contest which could be resolved through compromise to a "historic, cultural and existential struggle for the supremacy of Islam."

The study examined books, newspapers, television and radio broadcasts and Internet sites, along with studies of groups following anti-Jewish discourse in the Muslim world, such as MEMRI and the ADL.

Swedish Archives Confirm: It was a genocide (of Armenians)

A recently conducted study at the Uppsala University has revealed highly interesting information in the Swedish Archives, which once again confirm the researchers’ view of the events in the Ottoman Turkey during the First World War: the Christian minorities, the Armenians in particular, were subjected to genocide.

The massacres in Ottoman Turkey during the First World War claimed the lives of approximately 1.5 million out of a world population of four million Armenians, while over 250,000 Assyrians/Chadeans and equal number of Pontic Greeks. In 1923, for the first time in over 2,500 years, Armenians no longer lived on 85 % of their fatherland. Thus, the Armenian genocide was, in a sense, a successful genocide, acquiring the perpetrators an Armenia without Armenians.

The conducted survey covers the period between 1915 and 1923 and includes, among others, reports which the Swedish Ambassador, Cosswa Anckarsvärd, and the Swedish Military Attaché, Einar af Wirsén, both stationed in Constantinople, sent to the Foreign Department (found in the National Archive) and the General Staff Headquarters (found in the War Archive) in Stockholm, respectively. In total, about eighty documents were found with direct relevance to the so-called Armenian Question, of which some are over-explicit in their message: the Turkish Government conducted a systematic extermination of the Armenian Nation.

On July 6, 1915, Ambassador Anckarsvärd, writing to the Swedish Foreign Minister, Knut Wallenberg, concludes: “Mr. Minister, The persecutions of the Armenians have reached hair-raising proportions and all points to the fact that the Young Turks want to seize the opportunity, since due to different reasons there are no effective external pressure to be feared, to once and for all put an end to the Armenian question. The means for this are quite simple and consist of the extermination [utrotandet] of the Armenian nation [emphasis added].” Anckarsvärd’s reports until 1920 persisted in the same insight. At several occasions, the Ambassador points out that “It is obvious that the Turks are taking the opportunity to, now during the war, annihilate [utplåna] the Armenian nation [emphasis added] so that when the peace comes no Armenian question longer exists.” In a later report (1917) he underlines that the massacres are not clashes between the Muslim and the Armenian populations, but “that the persecutions of Armenians have been done at the instigation of the Turkish Government [emphasis added]...”

Last September, Jamie - who is 18 but cannot even tie his own shoelaces, needs help on the lavatory, mustn't be left alone in the house and still relies on his mother to tuck him up in bed at night - had an altercation with an Asian girl of a similar age, also a pupil at the special needs department of Motherwell College in Lanarkshire, where Jamie is a student.

Put quite simply - girl irritated boy, boy pushed girl and told her to go away. Then, girl responded by telling her teacher.

The two were sent their separate ways and their parents informed about the falling out.

Given their mental ages, it was no more significant than a playground spat between two five-year-olds. That should have been the end of it.

Instead, a notice was placed in the local newspaper - it is not known by whom - asking for witnesses to a "racial assault" at the college on the day in question.

Whether this notice led to the police investigation, or whether the family of the girl contacted them directly is still not clear. Either way, just over a week later, Jamie was charged with racism and assault.

It was an insane example of overzealous political correctness; a local zero-tolerance policy on racism taken to its extremes without any common sense being applied, let alone consideration for the unusual circumstances of the individuals involved.

Le Stink: England engulfed by terrible smell as freak weather blows in French stench

A foul smell enveloped London and the south east today but it has been blamed on a cloud of pungent fumes wafting over from France.

Experts warned the hundreds of thousands who wrinkled up their noses this morning not to panic.

The emergency services were flooded with calls from people across the capital who were alarmed by the stench.

The smell was caused by strange weather conditions bringing winds from France and continental Europe.

"When I left home this morning the smell was virtually unbearable but we haven't had any complaints from anyone so far. I think the Queen is in. I hope she has her windows closed."

Local authority staff across the region said they had also noticed the smell. A spokesman for Hart District Council, in Fleet, Hampshire, said: "One woman's little girl asked: 'Mummy, what's that smell of cows?'"

One said on a discussion board: "Yes, it smells horribly this morning - all the teachers I work with are talking about it."

"Only thing I can think of is a sewer main broke or something? It does smell specifically of dog poo, but I don't know of any canine who could spread his stench this far and wide!"

Young woman married at 10 years old, must pay to obtain divorce

A 23 year old girl, forced to marry at ten in Saudi Arabia was ordered to pay the equivalent of 16,750 euros to obtain a divorce from his husband, according to Saudi daily al-Watan.

The girl, deemed as a 'rebel' by a judge in the capital, Riyadh, was forced to marry a 67-year-old man due to her family's economic problems, in exchange for a dowry of 100,000 Saudi riyals (16,750 euros).

According to the judge, the girl does not have any grounds for divorce, but if she wants to divorce the husband, she must return the dowry given to the family 13 years ago.

The father of the girl, regrets having married her daughter so young, saying "I made a mistake by forcing my daughter to marry. If she wants to re-marry, it will be her decision who to do it with."

The father of the 23-year-old woman also pleaded for help in order to collect the 100,000 riyal dowry that must be returned.

"I ask those who have the possibility to help my daughter to find the money needed to return the dowry. I cannot help her because our family does not have the economic means," concluded the father.

Brits fear race violence will erupt

ALMOST two out of three Britons fear race tensions could spill over into violence and half the population want immigrants to be encouraged to leave, a new poll shows.

In a country where the last serious race riots erupted seven years ago between white and Asian youths, the head of Britain's equality watchdog called the poll findings "alarming''.

"What worries me is if that friction starts to catch fire - if people genuinely believe it's going to catch fire - then we're in trouble,'' Equality and Human Rights Commission head Trevor Phillips said.

Of the 1000 people sounded out by Mori pollsters for the BBC, 60 per cent said Britain had too many immigrants.

A quarter of those polled said their area did not feel like Britain any more because of immigration.

Just 20 percent admitted to being racially prejudiced.

The threat from radical Islam, rammed home by the 2005 London bombings that killed 52 people, sparked a debate about just how successful Britain has been as a multicultural society and provoked calls for greater integration of ethnic minorities.

The BBC poll marked the 40th anniversary of an infamous "rivers of blood'' speech by Conservative politician Enoch Powell who expressed fears about levels of immigration and how the indigenous population felt "a sense of alarm and resentment''.

"As I look ahead, I am filled with foreboding, like the Roman, I seem to see the River Tiber foaming with much blood,'' he said.

Here is the full text of Enoch Powell's famous speech to the Annual General Meeting of the West Midlands Area Conservative Political Centre, Birmingham, England, April 20, 1968.

The supreme function of statesmanship is to provide against preventable evils. In seeking to do so, it encounters obstacles which are deeply rooted in human nature. One is that by the very order of things such evils are not demonstrable until they have occurred: At each stage in their onset there is room for doubt and for dispute whether they be real or imaginary. By the same token, they attract little attention in comparison with current troubles, which are both indisputable and pressing: whence the besetting temptation of all politics to concern itself with the immediate present at the expense of the future.

Above all, people are disposed to mistake predicting troubles for causing troubles and even for desiring troubles: 'if only', they love to think, 'if only people wouldn't talk about it, it probably wouldn't happen'. Perhaps this habit goes back to the primitive belief that the word and the thing, the name and the object, are identical. At all events, the discussion of future grave but, with effort now, avoidable evils is the most unpopular and at the same time the most necessary occupation for the politician. Those who knowingly shirk it, deserve, and not infrequently receive, the curses of those who come after.

A week or two ago I fell into conversation with a constituent, a middle-aged, quite ordinary working man employed in one of our nationalized industries. After a sentence or two about the weather, he suddenly said: 'If I had the money to go, I wouldn't stay in this country.' I made some deprecatory reply, to the effect that even this Government wouldn't last for ever; but he took no notice, and continued: 'I have three children, all of them have been through grammar school and two of them married now, with family. I shan't be satisfied till I have seen them settled overseas. In this country in fifteen or twenty years' time the black man will have the whip hand over the white man.'

I can already hear the chorus of execration. How dare I say such a horrible thing? How dare I stir up trouble and inflame feelings by repeating such a conversation? The answer is that I do not have the right not to do so. Here is a decent, ordinary fellow Englishman, who in broad daylight in my own town says to me, his Member of Parliament, that this country will not be worth living in for his children. I simply do not have the right to shrug my shoulders and think about something else. What he is saying, thousands and hundreds of thousands are saying and thinking - not throughout Great Britain, perhaps, but in the areas that are already undergoing the total transformation to which there is no parallel in a thousand years of English history.

In fifteen or twenty years, on present trends, there will be in this country 3 1/2 million Commonwealth immigrants and their descendants. That is not my figure. That is the official figure given to Parliament by the spokesman of the Registrar General's office. There is no comparable official figure for the year 2000, but it must be in the region of 5-7 million, approximately one-tenth of the whole population, and approaching that of Greater London. Of course, it will not be evenly distributed from Margate to Aberystwyth and from Penzance to Aberdeen. Whole areas, towns and parts of towns across England will be occupied by different sections of the immigrant and immigrant-descended population.

As time goes on, the proportion of this total who are immigrant descendants, those born in England, who arrived here by exactly the same route as the rest of us, will rapidly increase. Already by 1985 the native-born would constitute the majority. It is this fact above all which creates the extreme urgency of action now, of just that kind of action which is hardest for politicians to take, action where the difficulties lie in the present but the evils to be prevented or minimized lie several parliaments ahead.

The natural and rational first question with a nation confronted by such a prospect is to ask: 'How can its dimensions be reduced?' Granted it be not wholly preventable, can it be limited, bearing in mind that numbers are of the essence: the significance and consequences of an alien element introduced into a country or population are profoundly different according to whether that element is 1 per cent or 10 per cent. The answers to the simple and rational question are equally simple and rational: by stopping or virtually stopping, further inflow, and by promoting the maximum outflow. Both answers are part of the official policy of the Conservative Party.

It almost passes belief that at this moment twenty or thirty additional immigrant children are arriving from overseas in Wolverhampton alone every week - and that means fifteen or twenty additional families of a decade or two hence. Those whom the gods wish to destroy, they first make mad. We must be mad, literally mad, as a nation to be permitting the annual inflow of some 50,000 dependants, who are for the most part the material of the future growth of the immigrant-descended population. It is like watching a nation busily engaged in heaping up its own funeral pyre. So insane are we that we actually permit unmarried persons to immigrate for the purpose of founding a family with spouses and fiancées whom they have never seen.

Let no one suppose that the flow of dependants will automatically tail off. On the contrary, even at the present admission rate of only 5,000 a year by voucher, there is sufficient for a further 325,000 dependants per annum ad infinitum, without taking into account the huge reservoir of existing relations in this country - and I am making no allowance at all for fraudulent entry. In these circumstances nothing will suffice but that the total inflow for settlement should be reduced at once to negligible proportions, and that the necessary legislative and administrative measures be taken without delay. I stress the words 'for settlement'.

This has nothing to do with the entry of Commonwealth citizens, any more than of aliens, into this country, for the purposes of study or of improving their qualifications, like (for instance) the Commonwealth doctors who, to the advantage of their own countries, have enabled our hospital service to be expanded faster than would otherwise have been possible. These are not, and never have been, immigrants.

I turn to re-emigration. If all immigration ended tomorrow, the rate of growth of the immigrant and immigrant-descended population would be substantially reduced, but the prospective size of this element in the population would still leave the basic character of the national danger unaffected. This can only be tackled while a considerable proportion of the total still comprises persons who entered this country during the last ten years or so. Hence the urgency of implementing now the second element of the Conservative Party's policy: the encouragement of re-emigration.

Nobody can make an estimate of the numbers which, with generous grants and assistance, would choose either to return to their countries of origin or to go to other countries anxious to receive the manpower and the skills they represent. Nobody knows, because no such policy has yet been attempted. I can only say that, even at present, immigrants in my own constituency from time to time come to me, asking if I can find them assistance to return home. If such a policy were adopted and pursued with the determination which the gravity of the alternative justifies, the resultant outflow could appreciably alter the prospects for the future.

It can be no part of any policy that existing family should be kept divided; but there are two directions in which families can be reunited, and if our former and present immigration laws have brought about the division of families, albeit voluntary or semi-voluntarily, we ought to be prepared to arrange for them to be reunited in their countries of origin. In short, suspension of immigration and encouragement of re-emigration hang together, logically and humanly, as two aspects of the same approach.

The third element of the Conservative Party's policy is that all who are in this country as citizens should be equal before the law and that there shall be no discrimination or difference made between them by public authority. As Mr. Heath has put it, we will have no 'first-class citizens' and 'second-class citizens'. This does not mean that the immigrant and his descendants should be elevated into a privileged or special class or that the citizen should be denied his right to discriminate in the management of his own affairs between one fellow citizen and another or that he should be subjected to inquisition as to his reasons and motives for behaving in one lawful manner rather than another.

There could be no grosser misconception of the realities than is entertained by those who vociferously demand legislation as they call it 'against discrimination', whether they be leader-writers of the same kidney and sometimes on the same newspapers which year after year in the 1930s tried to blind this country to the rising peril which confronted it, or archbishops who live in palaces, faring delicately with the bedclothes pulled right over their heads. They have got it exactly and diametrically wrong. The discrimination and the deprivation, the sense of alarm and resentment, lies not with the immigrant population but with those among whom they have come and are still coming. This is why to enact legislation of the kind before Parliament at this moment is to risk throwing a match on to the gunpowder. The kindest thing that can be said about those who propose and support it is they know not what they do.

Nothing is more misleading than comparison between the Commonwealth immigrant in Britain and the American Negro. The Negro population of the United states, which was already in existence before the United States became a nation, started literally as slaves and were later given the franchise and other rights of citizenship, to the exercise of which they have only gradually and still incompletely come. The Commonwealth immigrant came to Britain as a full citizen, to a country which knows no discrimination between one citizen and another, and he entered instantly into the possession of the rights of every citizen, from the vote to free treatment under the National Health Service. Whatever drawbacks attended the immigrants - and they were drawbacks which did not, and do not, make admission into Britain by hook or by crook appear less than desirable - arose not from the law or from public policy or from administration but from those personal circumstances and accidents which cause, and always will cause, the fortunes and experience of one man to be different for another's.

But while to the immigrant entry to this country was admission to privileges and opportunities eagerly sought, the impact upon the existing population was very different. For reasons which they could not comprehend, and in pursuance of a decision by default, on which they were never consulted, they found themselves made strangers in their own country. They found their wives unable to obtain hospital beds in childbirth, their children unable to obtain school places, their homes and neighbourhoods changed beyond recognition, their plans and prospects for the future defeated; at work they found that employers hesitated to apply to the immigrant worker the standards of discipline and competence required of the native-born worker; they began to hear, as time went by, more and more voices which told them that they were now the unwanted. On top of this, they now learn that a one-way privilege is to be established by Act of Parliament: a law, which cannot, and is not intended, to operate to protect them or redress their grievances, is to be enacted to give the stranger, the disgruntled and the agent provocateur the power to pillory them for their private actions.

In the hundreds upon hundreds of letters I received when I last spoke on this subject two or three months ago, there was one striking feature which was largely new and which I find ominous. All Members of Parliament are used to the typical anonymous correspondent; but what surprised and alarmed me was the high proportion of ordinary, decent, sensible people, writing a rational and often well-educated letter, who believed that they had to omit their address because it was dangerous to have committed themselves to paper to a Member of Parliament agreeing with the views I had expressed, and that they would risk either penalties or reprisals if they were known to have done so. The sense of being a persecuted minority which is growing among ordinary English people in the areas of the country which are affected is something that those without direct experience can hardly imagine. I am going to allow just one of those hundreds of people to speak for me. She did give her name and address, which I have detached from the letter which I am about to read. She was writing from Northumberland about something which is happening at this moment in my own constituency:

Eight years ago in a respectable street in Wolverhampton a house was sold to a Negro. Now only one white (a woman old-age pensioner) lives there. This is her story. She lost her husband and both her sons in the war. So she turned her seven-roomed house, her only asset, into a boarding house. She worked hard and did well, paid off her mortgage and began to put something by for her old age. Then the immigrants moved in. With growing fear, she saw one house after another taken over. The quiet streets became a place of noise and confusion.

Regretfully, her white tenants moved out.

The day after the last one left, she was awakened at 7 a.m. by two Negroes who wanted to use her phone to contact their employer. When she refused, as she would have refused any stranger at such an hour, she was abused and feared she would have been attacked but for the chain on her door. Immigrant families have tried to rent rooms in her house, but she always refused. Her little store of money went, and after paying her rates, she had less than £2 per week. She went to apply for a rate reduction and was seen by a young girl, who on hearing she had a seven-roomed house, suggested she should let part of it. When she said the only people she could get were Negroes, the girl said 'racial prejudice won't get you anywhere in this country'. So she went home.

The telephone is her lifeline. Her family pay the bill, and help her out as best they can. Immigrants have offered to buy her house - at a price which the prospective landlord would be able to recover from his tenants in weeks, or at most in a few months. She is becoming afraid to go out.

Windows are broken. She finds excreta pushed through her letterbox. When she goes to the shops, she is followed by children, charming, wide-grinning piccaninnies. They cannot speak English, but one word they know. 'Racialist', they chant. When the new Race Relations Bill is passed, this woman is convinced she will go to prison. And is she so wrong? I begin to wonder.

The other dangerous delusion from which those who are wilfully or otherwise blind to realities suffer, is summed up in the word 'integration'. To be integrated into a population means to become for all practical purposes indistinguishable from its other members. Now, at all times, where there are marked physical differences, especially of colour, integration is difficult though, over a period, not impossible. There are among the Commonwealth immigrants have come to live here in the last fifteen years or so, many thousands whose wish and purpose is to be integrated and whose every thought and endeavour is bent in that direction. But to imagine that such a thing enters the heads of a great and growing majority of immigrants and their descendants is a ludicrous misconception, and a dangerous one to boot.

We are on the verge of here of a change. Hitherto it has been force of circumstance and of background which has rendered the very idea of integration inaccessible to the greater part of the immigrant population - that they never conceived or intended such a thing, and that their numbers and physical concentration meant the pressures towards integration which normally bear upon any small minority did not operate. Now we are seeing the growth of positive forces acting against integration, of vested interests in the preservation and sharpening of racial and religious differences, with a view to the exercise of action domination, first over fellow immigrants and then over the rest of the population. The cloud no bigger than a man's hand, that can so rapidly overcast the sky, has been visible recently in Wolverhampton and has shown signs of spreading quickly. The words I am about to use, verbatim as they appeared in the local press on 17 February, are not mine, but those of a Labour Member of Parliament who is a Minister in the present Government.

The Sikh communities' campaign to maintain customs inappropriate in Britain is much to be regretted. Working in Britain, particularly in the public services, they should be prepared to accept the terms and conditions of their employment. To claim special communal rights (or should one say rites?) leads to a dangerous fragmentation within society. This communalism is a canker: whether practised by one colour or another it is to be strongly condemned.

All credit to John Stonehouse for having had the insight to perceive that, and the courage to say it.

For these dangerous and divisive elements the legislation proposed in the Race Relations Bill is the very pabulum they need to flourish. Here is the means of showing that the immigrant communities can organize to consolidate their members, to agitate and campaign against their fellow citizens, and to overawe and dominate the rest with the legal weapons which the ignorant and the ill-informed have provided. As I look ahead, I am filled with foreboding.

Like the Roman, I seem to see 'the River Tiber foaming with much blood'. That tragic and intractable phenomenon which we watch with horror on the other side of the Atlantic but which there is interwoven with the history and existence of the States itself, is coming upon us here by our own volition and our own neglect. Indeed, it has all but come. In numerical terms, it will be of American proportions long before the end of the century.

Only resolute and urgent action will avert it even now. Whether there will be the public will to demand and obtain that action, I do not know. All I know is that to see, and not to speak, would be the great betrayal.

Cops carry out controlled explosion

BRITISH police have carried out a controlled explosion at a house in Bristol after arresting a man on suspicion of terrorism offences.

Avon and Somerset Police said they evacuated 30 people from 14 homes early today in the suburb of Westbury-on-Trym before bomb disposal officers carried out the explosion.

Assistant Chief Constable Jackie Roberts said it followed yesterday's arrest of a 19-year-old from the area under anti-terrorism laws.

"This is likely to be a prolonged, complex and sensitive inquiry which may take some time,'' she said.

The arrest followed a "number of covert inquiries'', she added, without elaborating.

Around 30 people were evacuated from houses in Comb Paddock, a quiet cul-de-sac in Westbury-on-Trym, Bristol, as officers searched the property after a "covert" operation prompted by intelligence.

A bomb disposal team carried out a controlled explosion in the property, a nondescript 1950s red brick terraced house, at around 2am.

Neighbours who were not evacuated said they heard a loud blast like a gas boiler blowing up during the night.

CAIR Continues To Call For The Release Of Admitted Terrorist Sami Al Arian

In a joint press release Parvez Ahmad, the Council on American Islamic Relation's board chair and Agha Saeed national chair of the American Muslim Alliance have demanded the release of self-admitted Palestinian Islamic Jihad terrorist Sami Al Arian, who remains in custody pending deportation.

Ahmad and Saeed have called Al Arian a "political prisoner," stating that he was, "...targeted not for his actions, but for his political views on the Israeli-Palestinian conflict."

However if indeed Al Arian is a political prisoner why did he plead guilty to, "conspiracy to make or receive contributions of funds, goods or services to or for the benefit of the Palestinian Islamic Jihad," a direct admission that he was indeed the terrorist which the government had alleged all along?

Further, according to an April 17, 2006 DOJ press release:

"...Former University of South Florida professor Sami Al-Arian has pleaded guilty to a charge of conspiring to provide services to the Palestinian Islamic Jihad [PIJ], a specially designated terrorist organization, in violation of U.S. law, the Department of Justice announced today...Al-Arian pleaded guilty to Count Four of the indictment against him - a charge of conspiracy to make or receive contributions of funds, goods or services to or for the benefit of the Palestinian Islamic Jihad...Al-Arian's agreement with the government calls for a recommended prison sentence of 46 to 57 months in prison, based on a five-year maximum statutory sentence. Al-Arian, 48, who has been in custody since his arrest on Feb. 20, 2003, has agreed to stipulate to deportation to another country by U.S. Immigration and Customs Enforcement once his prison sentence has ended..."

In a weak effort to muddy the waters, CAIR and AMA state, "The Bush administration's evidence in the six-month trial consisted largely of speeches Al-Arian gave, magazines he edited, lectures he presented, articles he wrote, books he owned, conferences he organized, rallies he attended, and news he heard," which is essentially true but was nonetheless sufficient to demonstrate Al Arian's intent and eventually secure his confession.

In offering their support for Al Arian, CAIR and the AMA are in actuality serving as spokesmen for America's stealth jihad lobby which encompasses but is not limited to the following organizations:

Why young Moroccans embrace Islam

Young Dutch Moroccans are increasingly turning to their religion. Anthropologist Martijn de Koning says this is a direct result of the current polarisation of the debate on Islam.

"Even before 9/11 there was already an increase in interest for religion among young Moroccans," says Martijn de Koning. "But once the debate on Islam flared up, their interest increased enormously."

When during the late 1990s, Mr De Koning was finishing off his anthropology degree, he decided to research religious experience under young Moroccans at the same mosque in Gouda where he had supervised homework sessions during his study. At the time, the general perception was that young people were turning away from their religion. But things went differently.

Avoiding conflict
Mr De Koning stresses that the type of Islam that young ethnic Moroccans have embraced has not taken on a solid character. Whether it will, depends mainly on the development of the Islam debate in the public arena. The researcher expects young ethnic Moroccans to get involved in the debate, which they have avoided so far. Now that appears to have changed.

"A group of more politically committed young people have gradually come to feel strong enough verbally and well educated enough to engage in a direct confrontation."

The ‘Useful Idiots’ of Militant Islam

Self-delusion reaches new heights when clueless Westerners defend Sharia, the "moderate" Muslim Brotherhood, and "mild" Islamism.

Somewhere during Lawrence of Arabia’s blockbuster career, his bosses wondered if he was becoming “more Arab” in the desert to which they sent him to lead a revolt against the Ottoman Empire. In an endearing cue to imperial haughtiness, Field Marshal Lord Allenby asks if his man had “gone native.”

Indeed the spymaster and legendary British officer became quickly enmeshed in the tangled web he weaved back at the turn of the last century.

Likewise, when communism dawned in the 1920s, Vladimir Lenin ordered a strategy of nurturing “useful idiots” — by which he meant a contingent of communist Lawrences in the West. It worked, spawning hundreds of thousands of enamored scholars, intellectuals, experts, and dreamy romantics waving the red flags of Bolsheviks over the 70 years of the Cold War.

Today’s Islamist Lawrences are being cultivated among a broad swath of political analysts, scholars, anthropologists, pundits, missionaries, and even spies dissecting militant Islam and Islamofascism. While most carry out illuminating and necessary work, the fish they bait ends up ensnaring many.

A few recent catches: the archbishop of Canterbury urging the introduction of Sharia law in Britain; Harvard University, a bastion of secular scholarship, shutting its gym to men to accommodate Muslim women; authorities at Minneapolis’s international airport negotiating for months with 700 Somali Muslim taxi drivers who refused to pick up passengers carrying liquor or depending on guide dogs.

Then there was President George Bush launching his Muslim initiative last June from the Islamic Center of Washington, a Saudi institution distributing educational material instructing Muslims to segregate themselves from other Americans.

Among other things, the Saudi-funded publications admonish Muslims in America “to dissociate from infidels, hate them for their religion, never to rely on them for support, and always oppose them in every way according to Islamic law.” The question: how was it that among the estimated five million Muslim Americans with hugely varied institutions, the president’s advisors picked a Saudi Islamofascist ghetto as a venue?

This cluelessness is spreading into the academy and the arts too.

This past Friday, Yunis al-Astal, a leading Muslim cleric and Hamas member of the Palestinian parliament, declared on Hamas' Al-Aqsa TV that "the capital of the Catholics, or the Crusader capital,would soon be conquered by Islam and Rome become an advance post for the Islamic conquests, which will spread through Europe in its entirety, and then will turn to the two Americas.”

The Islam hydra, with Saudi Arabia and the oil-money bloated Emirs and Sheiks of the Persian Gulf leading the Sunni charge from one side and the end-of-the-worlder bomb-seeking Shiite of the Islamic Republic of Iran with its proxies of Hamas, Lebanon Hezbollah and the Sadrists in Iraq closing from the other side will devour the free world.

Turkish Barber Detained Over Profane Remarks

Officials at the Jeddah General Court confirmed yesterday that they are dealing with the case of a Turkish barber who is allegedly facing the death penalty after being tried for swearing at Allah.
The officials said they were unable to provide specific details of the case yesterday and advised Arab News to contact President of the Jeddah General Court Sheikh Rashid Al-Hazza’a, who is on leave, on Saturday.

Hani Al-Hajri, head of press relations at the court, also said he would only be able to provide details on Saturday.

According to the Turkish press, the barber, Sabri Bogday, had an argument with a neighbor, an Egyptian tailor, and was arrested by police after the tailor filed a complaint that he had sworn at Allah. Bogday has reportedly been in prison for 13 months, while his accuser has disappeared.

Abdul Rahman Al-Lahem, a Riyadh-based lawyer, said rulings in such cases depend on judges’ own interpretations of the Islamic Shariah.

“Some judges consider it heresy and infidelity, and say that the accused cannot repent and so faces death penalty. Others consider the statement to be disbelief, thus allow the accused to retract what he has said and repent and then set him free,” said Al-Lahem.

He said according to Saudi law the testimony of an accuser would not be accepted if it were shown that he or she might have some ulterior motive. “If two people have an argument, the testimony of one of the two against the other cannot be legally accepted,” Al-Lahem said.

Honour victim Dewaya still in hospital

Allah Dewaya, a victim of honour violence, is still under treatment at Nishtar Hospital and the Human Rights Commission of Pakistan (HRCP) is still in the process of ascertaining the reasons of the violence.

HRCP (Multan) Spokesman Rashid Rehman told Daily Times on Monday that the HRCP was still probing into the matter and would decide in a couple of days whether to take up the case or not.

Thirty-year-old Dewaya, father of six and husband to a woman who cannot speak, was abducted on March 21 and had both his hands and a foot chopped off for allegedly having an affair with a married woman. This incident took place in Gajju Mor, Jalalpur, Multan. Dewaya was the only breadwinner of his family. The woman he was accused of having an affair with is his cousin’s wife. Dewaya had previously told Daily Times that Irshad was having trouble with her husband and did not want to stay with him. He said that he had advised her to move to a Darul Aman to get rid of her troubled marriage. “Irshad’s brothers Ishaq, Altaf, Mushtaq and Abbas accused me of having an affair with her. They kidnapped me and cut off my hands and one of my feet. I don’t know what to do,” he said.

An advocate of suicide bombing is among leaders of a group trying to mobilise Muslim voters to back Ken Livingstone, the Standard reveals today.

For the past year, the group has been working on a strategy to win an estimated 200,000 Muslim votes in an effort to re-elect the Mayor.

It includes a campaign of vilification aimed at his Conservative rival, Boris Johnson. It is being waged by Muslims 4 Ken, led by 39-year-old lecturer Anas Altikriti and Palestinian-born Azzam Tamimi, a supporter of Hamas, the militant group dedicated to the creation of an Islamic state of Palestine.

While Mr Altikriti says he abhors violence and favours dialogue to further the Muslim cause, Mr Tamimi has praised suicide bombers and said he would volunteer for a suicide mission in Palestine.

"For us Muslims martyrdom is not the end of things, but the beginning of the most wonderful of things," he has said. "If I can go to Palestine and sacrifice myself I would do it. Why not?"

Muslims 4 Ken moves into overdrive this week after months of lobbying for Mr Livingstone among Muslim community leaders, in mosques and among political organisations.

Preserving religious moderation in Tunisia

Tunisia is struggling to preserve its religious tolerance in the face of the rise of radical Islam, writes Mourad Sellami.

In Tunisia, synagogues and churches stand side by side with mosques. Jewish and Christian minorities freely practice their religious rituals. This tolerant climate is ensured by the constitution which provides for habeas corpus, guarantees freedom of conscience and protects freedom of religious practice. But this open atmosphere for religious practices has been challenged in recent years by the rise of radical Islam in the Arab-Muslim world.

Dozens of young Tunisians have joined conflicts in Afghanistan, Chechnya and Bosnia over the past decades, and are flocking to Iraq in particular today. Within the country, the kameez (knee-length shirts worn by men in Afghanistan and Pakistan) is making an appearance on the streets of Tunisian cities as symbols of support to the people of these countries. For women, religious headscarves are now replacing the traditional Tunisian safsari (a large piece of white cloth worn by women over their head and clothes).

These changes worry a vast number of Tunisians, because they concern the pillars of their society, based on religious diversity and – almost – secular legislation. These two principles are under attack by more radical Muslims, who regard them as discordant with Islam.

Seven ancient synagogues in the Iranian capital, Tehran, have been destroyed by local authorities.

The synagogues were in the Oudlajan suburb of Tehran, where many Iranian Jews used to live.

"These buildings, which were part of our cultural, artistic and architectural heritage were burnt to the ground," said Ahmad Mohit Tabatabaii, the director of the International Council of Museums’ (ICOM) office in Tehran.

"With the excuse of renovating this ancient quarter, they are erasing a part of our history," said Tabatabaii.

McCarthy: That the primary cause of Islamic terrorism is Muslim doctrine, and that we are not fighting a tiny, rag-tag collection of fringe lunatics who have somehow “hijacked” the “true Islam.”

Mark Steyn reminds us of Toynbee’s observation that civilizations die from suicide rather than murder, and our mulish refusal to look at what we’re up against is case in point. It’s really a frightful commentary on the low regard we have for ourselves: that we don’t think we are capable of soberly assessing the Islamic challenge without smearing all Muslims as terrorists — as if, in the scheme of things, it’s more important to shield the tender sensibilities of Muslims than fulfill our duty to protect American lives.

The stubborn fact is: Islamic doctrine is supremacist, chauvinist, and rife with calls to violence against non-Muslims. That doesn’t mean that these are the only elements of Islam. Nor does it mean that all Muslims, or even most, have any interest in acting on those elements. But moderate Muslims, no matter how great a majority of the faithful they may be, do not make Islam moderate. Islam is the font from which springs what we call fundamentalist Islam, radical Islam, militant Islam, political Islam, Islamo-fascism, or whatever we are calling it this week to avoid any hint that Islam has anything to do with the problem.

There are many different interpretations of Islam, of course. The one that truly threatens us — let’s call it fundamentalist Islam, since I think that’s closest to accurate — is not a fringe ideology. It is a comprehensive social system, with political, legal, and theological prescriptions. It is 14 centuries old; has in its history won the fealty of rich and poor, educated and illiterate, etc.; cuts across divides like Sunni-versus-Shiite; and today boasts hundreds of millions of adherents — not a majority of the world’s 1.4 billion Muslims, but an influential, dynamic minority.

In any event, the forcible tendencies of fundamentalist Islam may be exacerbated or rationalized by poverty, resentment, lack of democracy, etc. But they are not caused by such pretexts. The violence is commanded by scripture.

Note here that when Islamic terrorists and their apologists talk about Islam being under siege, this has to be understood in the context of their hegemonic goals. Any regime that is not governing in accordance with sharia, or Islamic law, is implicitly attacking Islam since Allah commands that all the world be called to Islam and the establishment of sharia is deemed a necessary precondition to that divine injunction.

McCarthy: Fire is a useful but very dangerous thing. For those who are careful with it and rigorously harness its explosive potential, it can be very beneficial. That’s why most Muslims lead productive, dignified, honorable lives. But Islam always has that explosive potential, many of its most influential figures, like Sheikh Abdel Rahman, believe that potential is meant to be unleashed to vanquish non-Muslims. There are far too many Muslims who internalize that message.

Lopez: “Militant Islam may actually pose an existential threat to the United States…” you write. What must be done?

McCarthy: The first step is to recognize the threat and its source. If, as I contend, the doctrine is the source, then security policy has to direct itself to the doctrine. We can’t change the doctrine ourselves. But we can protect ourselves, and increase the pressure for reform, by refusing to tolerate terrorist safe-havens; punishing regimes that facilitate jihadist organizations, particularly by giving them safe-haven; imposing restrictions on business with and immigration from Islamic countries unless they reform; punishing regimes that promote the exportation of Wahhabist and Salafist interpretations of Islam; dealing only with authentic Muslim reformers while shunning groups like CAIR; and making clear that, until Islam actually reforms — until Muslims and Islamic regimes systematically reject and crack down on jihadism in a convincing way — we are not going to pretend that a person’s adherence to Islam is irrelevant to whether we should regard him with suspicion. That doesn’t mean we investigate people solely because of their religion. Yet, as long as we are under siege from Islamic terror groups, we can’t take the position that it is irrelevant whether a person who is here, or wants to come here, is an Islamic fundamentalist who believes sharia should be installed and jihad is the legitimate means toward that end.

Iran calls for restructuring of UN, Security Council

Iran has called on Wednesday for restructuring the United Nations and the Security Council at the 118th Inter-Parliamentary Union session in Cape Town, South Africa.

"As two major international bodies, the UN and the Security Council have seriously suffered from US unilateralism," said Majlis Vice-Speaker Mohammad Mohsen Abu-Torabi in his address to the IPU session.

The IPU meeting opened on Sunday.

Some 1,500 representatives from 140 member states have taken part in the ongoing week-long event.

Abu-Torabi said that IPU member states could "resists to the US unilateralism and pave the way for the UN reinforcement."

He stressed that the IPU member states could, through cooperation and making joint efforts, help international security and find solution for current challenges facing the contemporary world.

He urged all regional and international bodies to make joint efforts and find due responses to the current international challenges including the spread of weapons of mass destruction, international terrorism, poverty, environmental crisis and organized crimes.

Euro-Dhimmis along with the O.I.C. membership are working to respond positively to Irans new vision of the United Nations & its Security Council...

Takaful growth has outpaced that in conventional insurance in most countries of the Middle East.

Takaful is an Islamic insurance concept which is grounded in Islamic muamalat (banking transactions), observing the rules and regulations of Islamic law.

Gulf cooperative countries (GCC) represented over 50 per cent of the value of global Takaful contributions of $2 billion in 2006.

Ernst & Young’s inaugural World Takaful Report 2008, launched at the Annual World Takaful Conference 2008, shows that 59 of the 133 Takaful operators worldwide are within the GCC countries of Bahrain, Kuwait, Oman, Qatar, Saudi Arabia and the United Arab Emirates.

The report also forecasts that accepted contributions globally would rise to more than $4.3 billion in 2010 and that the 20 per cent annual growth rate of the industry would be maintained for the foreseeable future.

General Takaful, which includes Property & Miscellaneous Accident Takaful, currently accounts for approximately 50 per cent of written business globally and in the region.

I've spent more than 20 years reporting on the Middle East, and little has depressed me more than the way in which the rise of militant Islam has enforced an increasingly claustrophobic world on women. Playing Cards in Cairo is a bittersweet insight into that reality.

Strangely enough, the author is male - Hugh Miles, a young British author who fell in love with Roda, a beautiful Egyptian doctor. Unable to court her openly - thanks to nosy doormen and a censorious society - he wooed her by playing cards with her circle of girlfriends. Gradually, he became an intimate of the unwritten constraints they lived under, and a part of what is almost a sisterly guerrilla movement that requires military-style deception just to get to a party.

That sounds petty, and in a way it is. The book, non-fiction though it is, is a sort of Jane Austen in the desert: none of the women have political goals, they are all looking to have fun, shop, work, and get married - preferably to a man who doesn't beat them or force them to wear the hijab.

But it's more: for what becomes clear is that, for all the pseudo-pious words of Islamic scholars (and even of female true believers) who insist that women have equal if different roles in Islam, the reality is that men make the rules, while women are threatened, beaten and risk death for breaking them.

It's true across the Middle East. I remember talking to a young university student in Gaza. Swathed head to toe in black, she explained to me how equal women were in Islam and how the religion that required her to cover herself so completely in fact liberated her. So, I asked, what did she want to do with her life? Well, she replied, it had been difficult to get to university because her father beat her to try and dissuade her from going, but she had persevered and now... now she would become a teacher of Islam.

The disconcerting thing about this - and innumerable other conversations - was how accepting she was of abuse that would be unacceptable elsewhere in the world.

And that's the importance of this book. The women in the card circle are not revolutionaries: they are privileged Cairenes who want to see Islam as a practical guide to happiness and success.

Report urges recognition of British Muslim diversity

The diversity of Britain's Muslim population must be recognised and more done to engage overlooked groups in order to tackle extremism, gang culture and community tensions, a report said today.

Researchers spoke to more than 4,000 members of Muslim communities and those engaged with local groups, for the report by the Institute of Community Cohesion (ICC).

Britain has "probably the most diverse Muslim community in the world" with at least 15 large ethno-national Muslim communities, the report found.

However councils and government too often relied on the "usual suspects" – often Muslims from the Pakistani community - when wanting Muslim opinion. That meant other groups were misrepresented and stoked resentment.

Pressure on Muslim communities to distance themselves from extremism had also increased tensions between Muslim groups.

"We came across many Muslims of various affiliations in positions of influence identifying other Muslims as extremist or militant. Whilst these accusations were not always unfounded, in most cases the sentiments were due to ignorance, prejudice and antagonism," ICC local studies found.

Outside pressures also increased tensions. Researchers found the US invasion of Somalia encouraged young men from one Somali community to travel to the country to fight.

No plan to propose law against things blasphemous to Muslims – EU official

European Union has no plan to propose or enact any new law to put an end to cartoons or documentaries considered blasphemous by one billion Muslims across the world, said European Commissioner Benita Ferrero-Waldner here, Tuesday.

“We will certainly not propose a law, because we have a lot of laws (on the issue),” she told a press conference.

Ferrero-Waldner, who was on a two-day visit to the Kingdom that ended Tuesday, said freedom of expression and freedom of press were two basic human rights in the 27-member EU.

In EU countries every individual has the right of expression, but at the same time every other citizen, who is not in agreement with what has been expressed, can rebut by expressing his/her opinion, she said.

However, respecting freedom of expression did not mean that one should involve in things insensitive to others, Ferrero-Waldner said.

“I think you can say things with sensitivity and then there should not be any problem between two communities,” she said, referring to the release of the film Fitna by Dutch parliamentarian Geert Wilders and printing of blasphemous Prophet’s cartoons by Danish and other newspapers in EU countries.

However, she clarified the Dutch government’s position and what it thought about that “stupid film.”

The Dutch government said the film was an individual’s opinion and did not represent the government or its people, she said.

Cape Town – Dr. Saleh Bin Abdullah Bin Homaid, Chairman of the Saudi Shoura Council, highlighted the importance of the initiative of Custodian of the Two Holy Mosques King Abdullah Bin Abdul Aziz for dialogue among divine religions.

Bin Homaid underscored King Abdullah’s call of a conference of representatives of the three divine religions to discuss how to come out of the crisis now hitting the global community and causing imbalances of reason, ethics and humanity.

Bin Homaid’s comments came in a speech at the opening of the 118th General Assembly of the International Parliamentary Federation on Monday.

“Our world is currently going through political, economic and social changes that have increasing influence day by day on the life of peoples and stability of nations and world peace,” said Bin Homaid.

“That requires the serious cooperation of all parties to forge better environment for a joint international action aiming at building relations among nations and peoples, based on respect of international resolutions and solving of disputes by peaceful means.”

“Then, it is the best means of extending bridges of understanding and contact in the parliamentarian relations,” he said.

“However, such dialogue should be based on mutual respect for the values and principles of each other s civilization or culture,” he added.

“While calling for dialogue and respect of cultures, we strongly denounce all the strange voices defaming those principles by blaspheming the profile of religions and their prominent figures, particularly the prophets (peace be upon them) and moreover, we express our surprise that such violations and misbehavior receive the support of some parties under the pretext of freedom of opinion and expression,” said the Shoura chief.

“This could not be accepted by international logic and norms. It is considered one element of spreading hatred and hostility among peoples,” Bin Homaid said. “We avail ourselves of this opportunity to call for forging an international mechanism to strongly and firmly deal with these issues that harm religions and prophets (peace be upon them) and, in this regard, we confirm the importance of the initiative launched by the Custodian of the Two Holy Mosques King Abdullah Bin Abdul Aziz, calling for dialogue among divine religions through a conference among them to discuss ways to solve the current crisis hitting the world community and causing the imbalance of reason, ethics and humanity.”

NEW YORK (AP) — Unease with Pope Benedict XVI's approach to Islam has led a U.S. Muslim group to decline joining in an interfaith event with him later this week.

Several other U.S. Muslim leaders expressed similar concerns about the pope, but pledged to participate in the Washington gathering, saying the two faiths should do everything possible to improve relations.

"Our going there is more out of respect for the Catholic Church itself," said Muzammil H. Siddiqi, chairman of the Fiqh Council of North America, which interprets Islamic law. "Popes come and go, but the church is there."

Siddiqi, co-chairman of the West Coast Muslim-Catholic Dialogue, is among the Muslim, Jewish, Buddhist, Jain and Hindu leaders scheduled to meet Benedict on Thursday at the Pope John Paul II Cultural Center. Muslims and Roman Catholics each have more than 1 billion followers worldwide. U.S. Catholic and Muslim leaders started holding interfaith talks in the early 1990s, and many of the Muslim leaders invited to the event Thursday are veterans of those discussions.

But Salam al-Marayati, executive director of the Muslim Public Affairs Council, an advocacy group based in Los Angeles, said the event seemed "more ceremonial than substantive" and his organization would not participate. He said he was disappointed that no time was made in the pope's six-day trip for even a brief private meeting with U.S. Muslim leaders.

Muslim countries demand prosecution of Dutch anti-Qur'an filmmaker

GENEVA — Islamic countries used a meeting of the United Nations' top human rights body Tuesday to demand the prosecution of a Dutch politician whose anti-Qur'an movie has sparked Muslim protests.

Pakistan, Saudi Arabia, Indonesia and other members of the UN Human Rights Council said the Netherlands should adopt laws against religious defamation.

"We recommend to the government of the Netherlands that it must ... initiate prosecution against the author" of the movie "Fitna," Pakistan's representative Masood Khan told the 47-member council.

The anti-Quran film by right-wing legislator Geert Wilders triggered street protests in Pakistan, Malaysia and Indonesia, and calls in other countries to boycott Dutch goods, when it was posted on a website last month.

In his film, Wilders couples verses from the Qur'an with images of the terrorist attacks on New York, Madrid and elsewhere, and shows footage of imams saying Islam should dominate the world.

She may be better remembered as the revolutionary sex kitten of 1960s French cinema, but these days Brigitte Bardot is better known as a standard-bearer of the anti-immigrant wing of France's political spectrum. Bardot went on trial Tuesday charged with "inciting racial hatred," and in view of her four previous convictions on similar charges, prosecutors sought exceptionally stiff penalties of $22,000 and a two month suspended sentence.

"I'm a bit tired of trying Madame Bardot," admitted assistant prosecutor Anne de Fonette, as she urged the court to impose "the most striking and remarkable" punishment in the case. A verdict is expected on June 3.

The current charge against Bardot was lodged by the Movement Against Racism and for Friendship between Peoples (MRAP), citing a letter Bardot wrote to French officials in 2004 in which she alluded to Muslims as "this population that leads us around by the nose, [and] which destroys our country." The former actress-turned-animal rights crusader had written that letter to protest the ritual slaughter of sheep during the Muslim festival of Eid-al-Kabir. Her missive, whose contents were later leaked to the media, had been sent to then-Interior Minister Nicolas Sarkozy, whose rising popularity was based in part on his hard line on immigration and tough stand against troublesome youths from immigrant backgrounds.

Lawyers for the 73 year-old Bardot, who did not attend the trial, argued the offending sections of the letter had been taken out of the context of her militant defense of animal rights over the years, a cause in support of which she has raised and spent millions of dollars. Her work in the area has been hailed by French political leaders and organizations around the world, although more recently French courts have interpreted some of her statements as Islamophobia.

Bardot's defense Tuesday was that her passionate denunciation of the ritual slaughter of Eid-al-Kabir had been misinterpreted as an attack on Islam in France. A similar defense had failed to spare her from conviction in four earlier trials.

Bush and Iran, Again

The Bush Administration is once again pointing to Iran as the source of trouble in Iraq, and rightly so judging by all the evidence. Note to the White House: The Iranians aren't likely to stop unless the U.S. starts doing something about it.

Iran has long funneled men and materiel to insurgents and provided safe havens across the border. But now the Administration is saying that Tehran's "malign" influence has reached a new level. Ambassador Ryan Crocker and General David Petraeus told Congress last week that Iranian-supplied rockets have attacked the Green Zone in Baghdad, while Iranian-armed Shiites battled the Iraqi government in the Basra offensive. As General Petraeus put it, this Iranian meddling is a danger to U.S. troops and "the greatest long-term threat to the viability of a democratic Iraq."

At a Friday press conference, Mr. Crocker added that Tehran is also developing "proxy" militias in Iraq that "are really instruments of the Iranian government" by way of the Revolutionary Guard. General Petraeus described these "special groups" as "funded, trained, armed and directed by" Iran. He testified that the U.S. has uncovered weapons caches from Iran and detained "senior leaders" of Iranian-supported groups who described how they "move to and from Iran, where they are trained, indoctrinated, how they're funded, [and] how they bring weapons and so forth into the country."

And don't take only their word for it. In a recent interview with a newspaper in Qatar, an Iraqi Sunni insurgent vented about Iran's support for al Qaeda in Iraq. "We found Iranian [currency] at an al Qaeda headquarters that we uncovered," Ahmad Salal al-Din told Al-Arab, as translated by the Middle East Media Research Institute. "We have also captured Iranian weapons, not to mention audio and video recordings containing announcements by al Qaeda fighters that they had received training in Iranian military camps and that al Qaeda wounded were being transported to Iran for medical treatment."

These tactics will be familiar to anyone who has followed Iran's history in Lebanon, where Hezbollah, backed by Iran, is trying to bring down the elected government. Or in Gaza, where Iran's Revolutionary Guard trains and equips Hamas. "Iran is pursuing, as it were, a 'Lebanonization' strategy," Mr. Crocker told Congress, "using the same techniques they used in Lebanon, to co-opt elements of the local Shia community and use them as basically instruments of Iranian force."

Meanwhile, last week Tehran announced it has begun installing another 6,000 centrifuges at its Natanz uranium enrichment complex. After five years of deferring to Europe and the United Nations to keep Iran from going nuclear, President Bush's diplomacy has reached an embarrassing dead end.

So: Iran is contributing to the death of GIs, is arming our enemies in Iraq, and is proceeding to ignore the world by enriching uranium for a nuclear weapon. Is the Bush Administration merely going to slink out of office with that legacy?

Bush's North Korea Capitulation

President George W. Bush is fond of comparing himself to Ronald Reagan. But as he meets with South Korean President Lee Myung-bak in Washington this week, his policy regarding North Korea's nuclear weapons program looks more like something out of Bill Clinton's or Jimmy Carter's playbook.

Last week in Singapore, U.S. chief negotiator Christopher Hill and his North Korean counterpart Kim Kye Gwan reached a deal that rests on trust and not verification. According to numerous press reports and Mr. Hill's April 10 congressional briefing, the U.S. will be expected to accept on faith, literally, North Korean assertions that it has not engaged in significant uranium enrichment, and that it has not proliferated nuclear technology or materials to countries like Syria and Iran.

Indeed, the North will not even make the declaration it earlier agreed to, but merely "acknowledge" that we are concerned about reports of such activities – which the United States itself will actually list. By some accounts, the North Korean statement will not even be public. In exchange for this utter nonperformance, the North will be rewarded with political "compensation" (its word): Concurrent with its "declaration," it will be removed from the U.S. list of state sponsors of terrorism and freed from the Trading With the Enemy Act.

President Bush has repeatedly told Secretary of State Condoleezza Rice and National Security Adviser Stephen Hadley not to make him look weak on North Korea. If the president accepts the deal now on the table, things will be far worse than that.

Pyongyang's escape from accountability could break down international counter-proliferation efforts. What possible reason will Iran now have to be transparent about its nuclear activities? If North Korea can get away with deception and be rewarded, why should Iran not do the same? In Libya, Moammar Gadhafi will kick himself for giving up his nuclear weapons program in 2003. This deal with North Korea is troubling enough, but the worst news is still to come.

Last fall, President Bush rejected the idea of giving North Korea a pass on uranium enrichment and proliferation. Now, in the waning days of his term, he seems poised to accept it. If he does, and if this deal proceeds, we can well and truly say: "President Bush, you are no Ronald Reagan."

Pro-Taliban militants vow to 'hang Musharraf to death'

Pro-Taliban militants in Pakistan have threatened to avenge the deaths of their comrades and kill the country's president Pervez Musharraf.

A report in the Asian Age newspaper quoted a Taliban spokesman who said the militants were not ready to forgive Musharraf and will "hang him to death shortly".

"He cannot be forgiven as he has ruthlessly bombed thousands of innocent Pakistanis and mujahideen (holy warriors) at the behest of America," said the spokesman of the group known as the Tehrik-e-Taliban Pakistan, Maulvi Umer.

"The nation cannot forget the massacre of thousands of religious students along with their teachers at Lal Masjid and Jamia Hafsa in the federal capital," he said, referring to the seige of the Lal Masjid or Red Mosque in Islamabad in which at least 100 people were killed last July.

"Thousands of people have been killed in tribal areas and in the settled parts (of Pakistan's North West Frontier Province) under the pretext of the American-sponsored so-called war against terrorism," he said.

"The list, carrying the sins of Musharraf, is so long that he deserves to be hanged. Musharraf being the powerful person till yesterday has turned out to be the weakest person today, and the change has occurred with the blessing of Allah Almighty."

"The day is not far when Musharraf would be hanged to death," Maulvi Umer was quoted as saying by a local Urdu-language newspaper in Pakistan.

He said Taliban leader Baitullah Mehsud was optimistic about the outcome of impending peace talks between militants and the government. On the other hand, he said Peshawar and Islamabad have reached a consensus to constitute two separate jirgas, one each for the tribal areas and the settled areas, for negotiations with the Islamic militia.

"The shura (council) of Tehrik-e-Taliban Pakistan met a few days back (at an undisclosed location), and welcomed the new government’s offer to settle the ongoing bloodshed in tribal as well as settled areas through negotiations," he was quoted as saying.

"Taliban Amir Baitullah Mehsud is looking forward to the future peace process," said the Tehrik-e-Taliban spokesperson.

"May Allah curse and unleash his wrath on him [Berlusconi], and the evil Pope," read the message, which recently appeared on one of the main jihadist websites, the al-Qaeda linked Al-Hesbah.

The message was signed by 'al-Wahabi'.

The Netherlands has put 1.2 million euros of taxpayers money in Ma'an, a Palestinian news agency that glorifies terrorism and incites to hatred, according to newspaper De Telegraaf. The Party for Freedom (PVV) is demanding that Development Cooperation Minister Bert Koenders claim the money back.

Press agency Ma'an is according to Israeli organisation Palestinian Media Watch guilty of disseminating the Jihad ideology of Palestinian terrorists. Thus, Ma'an glorifies the terrorist that recently murdered eight Jewish yeshiva students in cold blood with the highest Islamic status of "martyrdom for Allah." The news agency denies Israel's right to exist by characterising the territory of the Jewish state as 'occupied Palestine', De Telegraaf revealed.

The propaganda of hatred only appears in the Arabic reports of the news agency and not in the English versions. The Dutch representative at the Palestinian Authority, Frans Makken, believes the use of terminology glorifying terrorism did not happen "deliberately," the Netherlands' biggest newspaper added.

PVV MP Raymond de Roon is furious and wants Koenders to distance himself from Makken. He is also demanding repayment of the 1.2 million euros to the Dutch state by the news agency.

Iranian Police Chief Jailed After Being Caught Nude With 6 Women

Tehran's police chief, who was in charge of fighting vice, has been taken to jail and his case is currently under investigation, a spokesman for Iran's judiciary said Tuesday.

But the spokesman, Ali Reza Jamshidi, refused to elaborate further about the case which has caught wide public attention in Iran, saying it is now in the "legal stage."

Jamshidi said he was not authorized to provide more information.

Local media have reported that the police chief, Gen. Reza Zarei, was taken to jail after he was caught last month with six nude women by a police raid on an underground local brothel. He was also forced to resign. Local Web sites have also extensively reported the case in recent weeks.

Officials, speaking on condition of anonymity because they were not authorized to talk to the media, have also confirmed the reported arrest circumstances.

Prostitution is illegal in Iran and even talking about sex is frowned upon by hard-line clerics ruling Iran. The order to raid the alleged brothel was reportedly given directly by Iran's Judiciary Chief Ayatollah Mahmoud Hashemi Shahroudi.

Australian terror cell planned football attack

A group of Muslim Australians planned to attack a grand final football match in Melbourne in 2005 attended by 97,000 fans, Australia's biggest terrorism trial has heard.

But security raids on the homes of some members in July 2005, three months before the Australian Football League (AFL) grand final, forced the group to change its target and begin planning attacks on Melbourne's casino during a Formula One race weekend or another football match, the court heard.

Muslim spiritual leader Abdul Nacer Benbrika and 11 of his followers have pleaded not guilty to charges they planned a bomb attack to force Australia to withdraw its troops from Iraq.

Australia has about 550 combat troops in Iraq, which it plans to withdraw by about the middle of this year. Australia also has about 1,000 troops in Afghanistan.

A former associate of the 12 men told the Victorian Supreme Court yesterday that Benbrika had told him the group was targeting the AFL grand final, the biggest football match in Australia each year, local media reported from the court.

"He said the AFL grand final was the original target," Izzydeen Atik told the court.

Man killed wife with kitchen knife

A MAN tried to murder his sister-in-law, then killed his wife when she 'got in the way', a judge heard at Manchester Crown Court.

Ghulamrasool Mirza, described as a quiet and shy man, attacked the victims as his sister-in-law handed her three-month-old baby to his wife to cuddle.

Mirza, a 35-year-old knitwear worker who had quit his job just hours earlier, stabbed Nabila Mahmood four times in the shoulders and head at her home in Manswood Drive, Crumpsall.

She then fled upstairs and Mirza plunged the kitchen knife 11 times into the chest and back of his wife, Nilom, as she tried in vain to defend herself. His wife died shortly afterwards at the scene.

Howard Bentham QC, prosecuting, told the court: "His intention was to kill his sister-in-law but his wife got in the way".

Mirza was arrested shortly after the attacks and doctors who examined him concluded he was suffering from psychiatric problems.

Hospital suspends Muslim doctor over alleged Islamic conversion attempts

A Muslim doctor has been suspended and reported to the Medical Council for allegedly trying to convert patients to Islam.

The doctor, who worked in a south county Dublin hospital, was suspended several months ago, following complaints from the mother of a 19-year-old female patient and a fellow member of staff.

Top universities 'foster extremism', says security studies academic

British universities are fostering extremism through Islamic study centres which were set up to tackle that very same threat, an academic has warned.

The centres, funded by multi-million-pound donations from Saudi Arabia and Muslim organisations, have been earmarked by the Government as a key component in the drive to counter radicalisation.

But according to a report by Professor Anthony Glees, the director of Brunel University's Centre for Intelligence and Security Studies, some are proving to be counter-productive.

He said the centres peddled one-sided views of Islam and the Middle East, tantamount to anti-Western propaganda.

Professor Glees added: "The Government must reconsider its plan to use higher education in the fight against the radicalisation of young British Muslims."

"If it proceeds, it will create the very situation the Government wants to avoid: the development of self-imposed Muslim apartheid in the UK."

Last year ministers declared Islamic studies a "strategically important subject" and set aside £1million for its quango, the Higher Education Funding Council for England, to develop teaching of the subject.

According to Professor Glees, Oxford and Cambridge are among eight universities to have accepted more than £233.5million from Saudi and Muslim sources since 1995.

He said most of that total - which amounts to the largest source of external funding to UK universities - financed Islamic study centres.

Europe's Road Ever More Difficult

Several pieces today tie together to forma disturbing mosaic. The first two are the growing threat of radical Islam in Great Britain and the penetration of the structures of several elite universities there.

The second is the new report by the NEFA Foundation on the Muslim Brotherhood structure in Belgium.

The most disturbing to me is a report that Britain's Home Secretary Jaqui Smith believes the police are being overwhelmed by the growing threat of radical Islam in Britain.

"There are 2,000 individuals who are being monitored. There are 200 networks involved and 30 active plots," she said.

And she warned the menace of Islamic fanatics is mounting so fast that police will be unable to cope within a year—unless they are given new powers to lock up terror suspects for longer.

At present cops can hold suspects for up to 28 days, but the Home Office wants that increased to 42 days.

"We can't wait for an attack to succeed and then rush in new powers," said Mrs Smith. "We have got to stay ahead."

"Because we now understand the scale of what is being plotted, the police have to step in earlier—which means they need more time to put evidence together."

Radical Muslims 'exploit jail staff to convert prisoners'

Extremist Muslim inmates are radicalising other prisoners at London's Belmarsh jail by exploiting staff inexperience, a government watchdog warned today.

In a report, Chief Inspector of Prisons Anne Owers said that some terror detainees "committed to a radical interpretation of Islam" are trying to pressure other prisoners to convert.

But she warned prison officers at the high-security jail were "insufficiently trained and supported" to combat the threat properly.

The findings will fuel concerns about the danger of radicalisation inside prisons as a growing number of terrorists are convicted and jailed.

In today's report, Ms Owers said Belmarsh, which holds nearly 200 Muslim prisoners, including Abu Hamza, Abu Qatada and other high-profile terror convicts, has improved in recent years but faces an "acute" challenge in combating radicalisation.

Among the difficulties she cited were concerns that extremists inside the jail will influence other "disaffected" inmates.

At the same time, she said there was a separate risk that insensitive actions by prison officers trying to counter the threat of radicalisation would have the "perverse effect" of alienating other Muslims.

"Belmarsh held a number of Muslim prisoners on terrorism charges but staff were insufficiently trained and supported to perform the delicate task of countering the risk of radicalisation without alienating Muslims in general," Ms Owers stated.

"Any intervention by staff risked being interpreted, by disaffected Muslims, as deliberately provocative."

"However, the converse was also true: that any conversion to Islam, or any gathering of Muslim prisoners to pray or associate, could be interpreted wrongly by staff as threatening and evidence of radicalisation, with the perverse effect of alienating the great majority of practising Muslims."

Ms Owers said that Muslims expressed more negative views about life inside Belmarsh than other prisoners, with two thirds claiming to be unsafe and a similar proportion claiming to have been victimised by staff.

Islam is incompatible with democracy

THE American scholar Daniel Pipes believes Islam will dominate Europe or Europe will reject Muslims, possibly with violent consequences.

In a speech delivered to the American Club in Sydney last night for the conservative magazine Quadrant, he said people could "virtually dismiss" Muslims integrating into what he called historic Europe.

The right-wing commentator quoted the Jewish-American columnist Dennis Prager, saying: "It is difficult to imagine any other future scenario for Western Europe than its becoming Islamicised or having a civil war."

"Amsterdam and Rotterdam are expected to be, in about 2015, the first large majority-Muslim cities," said Dr Pipes. "Russia could become a Muslim-majority country in 2050."

"To employ enough workers to fund existing pension plans, Europe needs millions of immigrants and these tend to be disproportionately Muslim due to reasons of proximity, colonial ties and the turmoil in majority-Muslim countries."

He said Europe had little faith or pride in its heritage.

"Guilt about fascism, racism and imperialism leave many with a sense that their own culture has less value than that of immigrants."

PLO Rep: 'We will drive Israel out of Palestine'

JERUSALEM, Israel - In an interview on Lebanese television, Palestinian Authority (PA) official Abbas Zaki said the PLO phased plan will culminate by driving Israelis out of all of "Palestine."

In the sum of the study, the great significance of religion for all Muslims in Germany is striking, as well as the high percentage of those who confess their religion in theory and practice. Fundamentalist religious orientations, however, are not synonymous with distance to democracy, and distance to democracy is not automatically a sign of the willingness to commit violence; other factors must be added here. It is, however, certainly the case that the seed of radicalism can be sown more easily in this ground of the basically aloof view of the Western way of life and society, a view that can change into extremism against the background of personally experienced marginalization or the sense of the worldwide oppression of Muslims. For this reason, the potential for danger is considerably greater than the modest membership figures in the known Islamic-extremist associations might suggest.

Because of the manifold factors that can bring about a radicalization of individuals, this latent potential for a politically and religiously motivated radicalization in Germany, as the study emphasizes, can not be quantified clearly. The authors, however, on the basis of the present investigation, assume a figure of approximately 10% to 12% of the Muslims in Germany (494), which means a number on the magnitude of between 320,000 and 420,000 people.

Decisive for radicalization are, essentially, three different paths: For the first path, the experience of a personal exclusion is less decisive than the vicarious sense of being the victim of a global oppression and of finding one’s system of reference outside Western society (in Sharia or in the umma, the Muslim world community), the notion of an “exclusion, deprecation, and oppression of Muslims on a national as well as international level” (494), for “In sum, a quite considerable portion of the Muslims living in Germany, students as well as the general Muslim population, is convinced that the community of Muslims in the global sense is discriminated against and treated poorly” (418).

The second group is basically willing to accommodate, but experiences personal rejection while at the same time having few chances for participation in society because of a low level of education. The third group is rather traditional in its religious orientation and of itself withdraws from society without wanting to participate (494).

The potential for an affinity to violence among Muslims in Germany can be quantified as just under 6%. If a great distance to democracy and a rejection of the rule of law are added, then a figure of about 14% of the Muslims within the survey is reached. By projection of this result upon the entire Muslim population in Germany, and in consideration of possible sources of error, this percentage can lie between 11.9% and 16.4% (495). The study concludes:

“Fundamentalist orientations that combine a close religious attachment, a high relevance of religion in daily life, and a strong orientation on religious rules and rituals with a tendency to exclude Muslims who do not observe these, as well as with the tendency generally to heighten the value of Islam and to derogate Western, Christian-influenced cultures, show an enormous dissemination. In the general population, about 40% are to be assigned to such a pattern of orientation” (493)

Language acquisition and education, as well as social participation and the reduction of prejudices, especially those prejudices held by non-Muslim youth toward Muslims, are thus important social and political goals necessary for counteracting tendencies toward radicalization in the Muslim community. However, they do not form the one, comprehensive solution, since there are other elements in the process of radicalization – such as the perceived worldwide victimization of Muslims, or a political and rigid instruction in Islam through a religious authority. In any case, a fundamental potential for recruitment is found among Muslim youth and young adults, and not among those who are older (501). For this reason, it is important to the authors of the study that the dialogue be conducted openly, but not indifferently.

“It seems to be the case that this search for meaning and the struggle for values requires a dialogue and credible dialogue partners who, on the one hand, do not dismiss Islam, and also do not encounter it with an arbitrary attitude, but rather themselves are strong dialogue partners standing upon a solid foundation” (501)

Islamists protests women's law

Hundreds of members of a group campaigning for Islamic rule in Bangladesh clashed with police over a plan to give women the same inheritance rights as men.

Police fired teargas and used batons to break up the protests after members of the Islami Constitution Movement (ICM) threw rocks and stones as they emerged from Friday prayers at a mosque in the centre of the capital Dhaka, witnesses said.

A reporter said at least 100 people were injured in the protests that took place despite a ban on such gatherings under a state of emergency imposed after an army-backed interim administration took power in January last year.

Among the injured were cameramen of local television channels filming the protests and policemen, officials said.

A police officer described the scene as a "virtual battlefield."

"All roads around the Baitul Mokarram mosque in the city centre were filled with white robed Muslim devotees since before noon despite strong presence of police," a witness said.

On Thursday, nearly 50 people were injured as members of the Khelafat Majlis group clashed with police in the capital over the same issue.

The activists' ire was triggered by reports of a draft law in the local media that gives equal inheritance rights, including property, to men and women.

The ICM, which is one of several groups campaigning for sharia-based laws in Bangladesh, said the proposed women's rights law was against a Koranic law of inheritance.

"We are not against women's rights, but it has to be according to the guidelines of Islam," said Mohammad Ismail, a protester.

"The draft that the government prepared is totally anti-Islamic. We will not allow it to be passed," said another protester Kawser Ahmed.
